Job summary

Core4ce seeks a policy professional to maintain and advance counterintelligence, law enforcement, and security policies on behalf of OUSD(I&S). You will review and prepare staffing packages, white papers, and decision materials addressing DoW, IC, and national-level policy issues.

You will develop policy initiatives for review by OUSD(I&S) leadership and engage with senior DoW/IC officials, GAO, ODNI, DOJ, Congress, and other stakeholders.

Qualifications

  • Bachelor’s degree from an accredited university.
  • Active TS-SCI clearance.
  • Ten years of knowledge of national and DoW and information security policies.
  • Five years of experience on national level security issues affecting DoW and non-DoW.
  • Five years developing policy, to include drafting, formatting, tracking, staffing, reviewing and reconciling inputs to DoW Directive(s), Instruction(s), Manual(s).
  • Three years of experience developing, updating, coordinating policy and memos, briefings, and oversight visits.
  • Four years of security policy experience and staff action officer experience on OSD/JCS/Military Department HQs.

Responsibilities

  • Maintain, update, coordinate, and staff CI, LE, and security policies for OUSD(I&S).
  • Review, analyze, and prepare staffing packages, white papers, information memorandums, policy documents, and decision materials.
  • Develop CI, LE, and security policy initiatives for review and approval by leadership and/or DSE governance structures.
  • Prepare executive-level correspondence, information papers, talking points, briefings, and other leadership materials for senior DoW and U.S. Government officials.
  • Engage with GAO, ODNI, DOJ, Congress, and other stakeholders on policy matters.
  • Conduct detailed research on complex policy issues affecting DoW, IC, and interagency partners.
  • Coordinate across organizations to build consensus and drive actions to completion.
  • Prepare data calls and develop executive-level reports and presentations.
  • Represent CL&S and provide policy expertise at working groups and governance forums.
  • Provide administrative support to the directorate.

Responsibilities

Develop CI, LE, and security policy initiatives for review and approval by OUSD (I&S) leadership and/or the Defense Security Enterprise (DSE) governance structure.

Prepare executive-level correspondence, information papers, talking points, briefings, and other leadership materials for senior DoW and U.S. Government officials.

Develop materials and responses supporting engagements with organizations including the Government Accountability Office (GAO), Executive Office of the President, Office of the Director of National Intelligence (ODNI), Department of Justice (DOJ), Congress, and other stakeholders.

Conduct detailed, accurate research and analysis on complex policy issues affecting the DoW, Intelligence Community, and interagency partners.

Coordinate across multiple organizations and stakeholders to build consensus, resolve issues, and drive actions to completion.

Prepare and execute data calls in response to Presidential, Congressional, DoW, and senior leadership-directed requirements; analyze results and develop executive-level reports and presentations.

Represent the CL&S Directorate and provide subject matter expertise in CI, LE, and/or security policy at working groups, committees, governance forums, and other engagements.

Prepare briefings and decision-support materials for senior leadership.

Provide administrative support to the directorate as required. Perform other related duties in support of OUSD(I&S) mission requirements.

Requirements

Bachelor’s degree from an accredited university

Active TS-SCI clearance

Ten years of demonstrated knowledge of national and DoW and information security policies and procedures.

Five years of experience working national level security related issues affecting DoW and non-DoW entities.

Five years of experience developing policy, to include drafting, formatting, tracking, staffing, reviewing and reconciling inputs to DoW Directive(s), Instruction(s), Manual(s) and other publications; and reviewing other policy documents for information security equities.

Three years of experience in developing, updating, and coordinating policy and developing action memos, congressional responses, briefings, background research, oversight visits, and participate in inter and intra agency meetings.

Four years of security policy or operational experience and experience as a staff action officer on an OSD, JCS, or Military Department headquarters staff.

Desired Experience:

Direct experience supporting OUSD(I&S), the Defense Security Enterprise (DSE), or senior DoW/IC organizations, with expertise in CI, LE, security policy, personnel/industrial security, insider threat, or DSE governance.

Experience working with ODNI, DOJ, GAO, Congress, the Executive Office of the President, or other federal/interagency organizations on complex policy matters and directed actions.

Proven ability to develop executive-level policy and decision products, including memorandums, information papers, talking points, correspondence, and briefings; facilitate working groups; and coordinate complex issues across organizational boundaries.
