Qualifications

• Minimum ten years of professional experience, including operational or strategic US military or interagency work.
• Military background or substantial civil-military experience
• Practical knowledge of DoD structure and functioning (Office of the Secretary, Joint Staff, combatant commands)
• Operational humanitarian experience; MSF experience a bonus
• Strong analytical, drafting, and verbal communication skills
• Willingness to travel within the United States and overseas

Responsibilities

• Lead MSF humanitarian notifications to the US military, coordinating with the Humanitarian Representative to the US and field teams.
• Monitor humanitarian notification and deconfliction arrangements; document and report issues to US military counterparts.
• Analyze military doctrine, policy, and developments for relevance to MSF operations.
• Ensure MSF field observations inform engagement in Washington and relevant developments are communicated to field teams.
• Support dialogue with the Department of War and combatant commands on adherence to international humanitarian law and civilian protection.
• Present operational evidence from MSF projects in dialogues and negotiations with US defense institutions.
• Identify opportunities for humanitarian law integration in military doctrine, training, and planning.
• Advise on opportunities for humanitarian dialogue and MSF positioning.
• Develop and maintain a network of interlocutors across the US defense sector, including military legal, policy, and academic communities.
• Deliver briefings and training to relevant US audiences, including military schools and exercises.
