Liberty Personnel Services, Inc. in Jackson, MO is seeking a Civil Engineer–Project Manager/Designer to lead public infrastructure projects from concept through design.

You will design wastewater, water, and stormwater systems for municipal and rural clients, using AutoCAD and Civil 3D, while coordinating with field teams and preparing reports. The role requires a BS in Civil Engineering, PE or EIT, and hands-on design experience.

• BS in Civil Engineering is required.
• PE or EIT licensure is required.

Civil Engineer - Own Impactful Municipal & Water Projects

Design the systems communities run on

You’ll step into a visible civil engineering role where your designs directly support cities, rural districts, and the people who live there.

From wastewater to municipal water and stormwater, you’ll guide projects from concept through design as a self-motivated project manager/design engineer.

Your work will keep taps running, treatment systems compliant, and neighborhoods protected from flooding.

What You’ll Work On

You’ll tackle a variety of public infrastructure and site-related civil projects, including:

• Wastewater collection and treatment systems
• Small wastewater treatment system design
• Municipal water distribution systems
• Stormwater management systems
• Site layouts and grading tied to water and wastewater work
• Survey and coordinate geometry-based design tasks
• Field-related civil engineering support as needed

You’ll be using AutoCAD every day, along with Civil 3D or similar civil design software, plus MS Word and Excel to support your work.

This is hands‑on design work with real‑world consequences for the communities you serve.

What You’ll Be Doing

What We’re Looking For

• BS in Civil Engineering
• PE or EIT
• Experience in civil engineering design projects
• Strong proficiency in AutoCAD (required)
• Familiarity with AutoCAD Civil 3D or similar civil software
• Knowledge of surveying and coordinate geometry
• Ability to use MS Word and MS Excel
• General computer skills and ability to work independently
• Willingness and ability to work outside when required
