Job summary

EXP in Guam is seeking a Civil Designer/Engineer to join our team focused on civil scope for US Military, GovGuam, and private clients. You will design, analyze, prepare plans, estimates, and schedules, and collaborate with project teams to deliver safe, compliant infrastructure.

Ideal candidates hold a BS in Civil Engineering, have EIT or working toward PE, 2+ years of civil design experience, and proficiency with AutoCAD Civil 3D.

Qualifications

  • EIT required; or working towards PE certification.
  • 2+ years of relevant Civil Design & Infrastructure experience.
  • Excellent verbal, written, and interpersonal skills.
  • High level of proficiency in AutoCAD Civil 3D.

Responsibilities

  • Design & analysis for civil scope of work for US Military, GovGuam, and Private clients.
  • Prepares project plans and specifications.
  • Prepares cost estimates and construction schedules.
  • Attends planning, coordination, and other meetings.
  • Conducts site investigations as needed for projects.
  • Completes environmental, feasibility, and other studies and generates reports.
  • Quality control/assurance and constructability reviews of designs prepared by other engineers/teams.
  • Reads, interprets, and deciphers construction documents; provides technical interpretation of drawings.

Your work environment at EXP

In this role, you will be a part of the Guam team, based in our office in Guam, a U.S. Territory focusing on the Pacific region.

What a day at EXP has in store for you
  • Design & analysis for projects involving civil scope of work for US Military, GovGuam, and Private clients. Civil design projects may include design of utilities, site drainage, water/wastewater/stormwater treatment, site planning, environmental, roads, runways, structural, etc.
  • Prepares project plans and specifications.
  • Prepares cost estimates and construction schedules.
  • Attends planning, coordination, and other meetings.
  • Conducts site investigations as needed for projects.
  • Completes environmental, feasibility, and other studies and generates reports.
  • Quality control/assurance and constructability reviews of designs prepared by other engineers/teams.
  • Ensures construction adheres to construction specifications.
  • Reads, interprets, and deciphers all construction documents (schedules, specifications, blueprints, schematics, diagrams, etc. Provides technical assistance and interpretation of drawings, recommending construction methods and equipment as required.
  • Logs, references, distributes, and files all related correspondence, drawings, and documents. Plans, coordinates, and supervises on‑site functions (scheduling, material control, and day‑to‑day direction of on‑site administrative staff, when assigned).
  • Ensures all project staff and subcontractors employed to execute engineering‑construction tasks conform to applicable work rules and SOPs for security, safety, environmental controls, quality, hazardous materials and underground utilities.
What Your Experience Looks Like
  • BS degree in Civil Engineering
  • EIT required; or working towards PE Certification
  • 2+ years of relevant Civil Design & Infrastructure expereince
  • Federal Project experience is a plus
  • Excellent verbal, written, and interpersonal skills
  • Strong sense of urgency and self‑initiative to meet client deadlines
  • Ability to work both independently and as part of a team
  • Ability to manage multiple projects and deliverables simultaneously
  • High level of proficiency in AutoCAD Civil 3D
