Job summary

McLain Site Solutions in Jacksonville, FL is seeking a Civil Construction Project Manager to oversee heavy civil projects from pre-construction through completion. You will manage budgets, schedules, subcontractors, field operations, and client relationships, travel to Northeast Florida sites as needed, and collaborate with the operations team to maintain safety and quality.

  • Experience managing site development, earthwork, underground utilities, grading, storm drainage, and infrastructure projects.
  • Strong understanding of project scheduling, budgeting, job costing, and construction contracts.
  • Ability to read and interpret construction plans, specifications, contracts, and civil drawings.
  • Experience managing subcontractors, vendors, and multiple project teams.
  • Strong knowledge of OSHA regulations and construction safety practices.
  • Excellent leadership, communication, negotiation, and organizational skills.

Civil Construction Project Manager

Position Summary

McLain Site Solutions is seeking an experienced Civil Construction Project Manager to oversee heavy civil construction projects from pre-construction through project completion. This position is responsible for managing multiple active projects, including project budgets, schedules, subcontractors, field operations, equipment coordination, change orders, project documentation, client relationships, and project closeout. The Project Manager will work closely with Superintendents, Foremen, Estimating, Accounting, subcontractors, vendors, and other members of the operations team to maintain effective communication and coordination between the field and office. This position is based out of our Jacksonville, Florida office and requires regular travel to active project sites throughout Northeast Florida. The ideal candidate has extensive experience in heavy civil construction, strong leadership and communication skills, and the ability to deliver projects safely, on time, within budget, and in accordance with project plans, specifications, and contractual requirements.

Project Management
  • Manage all phases of heavy civil construction projects from contract award through closeout.
  • Develop and maintain project schedules, budgets, and production goals.
  • Review project plans, specifications, contracts, and bid documents.
  • Monitor project progress and adjust schedules, manpower, and equipment as needed.
  • Manage project costs, change orders, purchase orders, subcontract agreements, and project budgets.
  • Track production, quantities, and job costs to ensure project profitability.
  • Forecast labor, equipment, and material requirements.
Field Operations
  • Coordinate daily field operations with Superintendents, Foremen, Survey Crews, and Project Engineers.
  • Schedule subcontractors, material deliveries, equipment, and inspections.
  • Conduct regular site visits to monitor production, quality, and safety.
  • Resolve field issues, conflicts, and unforeseen project challenges.
  • Ensure work is completed according to project specifications, schedules, and company standards.
Safety & Compliance
  • Promote and enforce a strong safety culture.
  • Ensure compliance with OSHA regulations and company safety policies.
  • Review safety documentation and corrective actions with the Safety Manager.
  • Participate in project safety meetings and jobsite inspections.
  • Ensure environmental and regulatory compliance throughout the project.
Financial Management
  • Develop and manage project budgets and cost reports.
  • Review project financial performance and identify cost-saving opportunities.Approve subcontractor invoices, purchase orders, and vendor payments.
  • Review monthly job cost reports and work closely with accounting.
  • Manage project billing, construction draws, and change order documentation.
  • Prepare project forecasts and cost-to-complete reports.
Client & Team Communication
  • Serve as the primary point of contact for owners, engineers, consultants, subcontractors, and inspectors.
  • Maintain strong relationships with clients and stakeholders.
  • Lead project meetings and provide regular progress updates.
  • Collaborate with Estimators, Accounting, Operations, and Executive Leadership.
  • Mentor Project Engineers, Superintendents, and Foremen to support professional development.
Project Closeout
  • Coordinate final inspections and project punch lists.
  • Ensure project documentation is complete and properly archived.
  • Review project performance and identify lessons learned for future projects.
  • Perform additional duties as assigned.
Qualifications
Required
  • Minimum 3 years of Project Management experience in heavy civil construction.
  • Experience managing site development, earthwork, underground utilities, grading, storm drainage, and infrastructure projects.
  • Strong understanding of project scheduling, budgeting, job costing, and construction contracts.
  • Ability to read and interpret construction plans, specifications, contracts, and civil drawings.
  • Experience managing subcontractors, vendors, and multiple project teams.
  • Strong knowledge of OSHA regulations and construction safety practices.
  • Excellent leadership, communication, negotiation, and organizational skills.
  • Strong analytical and problem-solving abilities.
  • Valid driver's license with an acceptable driving record.
Preferred
  • Bachelor's degree in construction management, Civil Engineering, or a related field (or equivalent industry experience).
  • Proficiency in Contractor Foreman, Microsoft Excel, Microsoft Project, and Microsoft Office.
  • Experience with FDOT, municipal, commercial, and private site development projects.
  • Experience with project scheduling software.
  • OSHA 30 Certification.
  • CPR/First Aid Certification.
  • Professional Engineer (PE), Engineer-in-Training (EIT), or Project Management Professional (PMP) certification is a plus.
  • Existing relationships with subcontractors, suppliers, and municipalities throughout Northeast Florida.
Physical Requirements
  • Ability to sit, stand, walk, bend, kneel, and climb throughout the workday.
  • Frequently walk active construction sites with uneven terrain.
  • Lift and carry up to 25 pounds.
  • Ability to work outdoors in varying weather conditions.
  • Required to wear appropriate PPE while visiting job sites.
Work Environment

This position is split between the office and active construction job sites. Employees regularly work around heavy equipment, excavation activities, moving machinery, dust, vibration, noise, and varying weather conditions. Required PPE must be worn while on project sites.

Schedule

Monday–Friday

Typical hours: 7:00 AM – 5:00 PM

One-hour unpaid lunch

Additional hours may be required to meet project schedules and deadlines.
