Job summary

Brudis & Associates, Inc. is seeking a Full-Time Civil Construction Inspector to support the Construction Management and Inspection Department on Frederick County Government projects.

On-site, you will ensure contractors follow designs, specs, and MD environmental rules across roadways, drainage, and utilities. You will perform field QA, witness tests, review daily reports, and verify material submittals while maintaining safety in active construction zones and MOT setups.

Qualifications

  • 3–5 years of progressive civil construction inspection experience on public works projects.
  • High school diploma required; engineering tech or construction mgmt coursework is a plus.
  • MARTCP, ESC, and ACI certifications are highly valued.

Responsibilities

  • Perform on-site inspections of excavations, backfilling, subgrade prep, utilities, and pavement placement.
  • Verify compliance with Frederick County specs, project designs, and MD environmental rules.
  • Witness and document quality control tests by labs (soil compaction, asphalt density).
  • Prepare Daily Inspector Reports detailing labor, equipment, materials, progress, and deviations.
  • Ensure materials come from approved sources and align with submittals.
  • Monitor traffic control and MOT for public and worker safety.

Civil Construction Inspector (Public Works & Infrastructure)

Brudis & Associates, Inc. is seeking a Full‑Time Civil Construction Inspector to support the Construction Management and Inspection Department on upcoming Frederick County Government capital improvement and infrastructure programs. This role provides essential quality assurance and field inspection for heavy civil infrastructure components, including county roadway improvements, structural concrete, paving, drainage, utilities, and stormwater management systems across Frederick County’s infrastructure network.

The successful candidate will act as the "eyes and ears" on‑site, ensuring contractors execute work in strict compliance with Frederick County standard specifications, project designs, and Maryland environmental regulations. This position will work at varied project locations across Frederick County, Maryland.

Responsibilities
  • Field Quality Assurance: Perform continuous on‑site inspection of civil construction activities including excavation, backfilling, subgrade preparation, utility installations, concrete reinforcement, formwork, and asphalt/concrete placement.
  • Environmental & ESC Compliance: Monitor project sites daily to ensure rigorous adherence to approved Erosion and Sediment Control (ESC) plans and Maryland Department of Environment (MDE) permit standards.
  • Testing Oversight & Coordination: Field‑verify, witness, and document quality control testing performed by independent labs, including soil compaction, asphalt density, and plastic/hardened concrete properties (slump, air content, cylinders).
  • Daily Documentation: Author detailed Daily Inspector Reports (DIRs) detailing contractor tracking (labor, equipment, materials), progress of specific pay items, weather conditions, field measurements, and any deviations from contract plans.
  • Material Verification: Confirm all incoming civil materials are sourced from approved manufacturers and align with stamped, approved submittals before installation.
  • Maintenance of Traffic (MOT): Actively monitor contractor work zones to verify that temporary traffic control setups match approved standards for public and worker safety.
REQUIRED Minimum Experience/Skills
  • Experience: Minimum of three (3) to five (5) years of progressive experience in civil construction inspection, specifically focused on public works, highway, roadway, or county infrastructure projects.
  • Education: High school diploma or equivalent. A degree or coursework in Civil Engineering Technology or Construction Management is a plus.
  • Certifications (Highly Valued):
    • Mid‑Atlantic Region Technician Certification Program (MARTCP) certifications (e.g., Concrete, Asphalt, or Soils/Aggregate).
    • Current Maryland Erosion and Sediment Control (ESC) Certification (modern online tracking system / "Yellow Card").
    • American Concrete Institute (ACI) Concrete Field Testing Technician – Grade I.
  • Technical Knowledge: Strong capability to read and interpret complex civil engineering plan sets, cross‑sections, profiles, structural shop drawings, and standard specifications (Frederick County / MDOT SHA).
  • Work Conditions: Willingness to work outdoors in active construction zones, walk on uneven terrain, and adapt to shifts dictated by project schedules.
  • Licensing: Valid driver’s license with a clean driving record for traveling to regional project sites.
Preferred Skills & Certifications
  • Direct past experience inspecting projects for Frederick County Government, local Maryland county public works departments, or MDOT agencies.
  • Familiarity with electronic daily logging software and project management systems.

Salary Range and Benefits
  • Non‑exempt position with the potential of overtime pay (time and a half)
  • Expected base salary range: $35.00/hour to $45.00/hour
  • Monthly cell phone allowance provided
