Job summary

City of Deerfield Beach is seeking a Senior Civil Engineer to plan, review, and update design guidelines for transportation, utilities, drainage, and other municipal infrastructure. Job description

The purpose of this position is to plan, review and update the City design guidelines for transportation, utilities, drainage systems, and other municipal infrastructure as well as their standards and specifications. Administers the design, construction, operation, and maintenance activities of City infrastructure and ensures that they meet budgetary, safety and environmental requirements.

This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
• Administers the Right-of-Way Management Program. Implements policy and establishes procedures to govern all construction activities in public right-of-way. Oversees the engineering permit approval, issuance, inspection and closeout activities. Coordinates with current and potential right-of-way users to ensure City standards for right-of-way construction are maintained.
• Provides direction for the City’s Stormwater Management Program. Provides input to the annual and multi-year program and budget for the Stormwater Management Program. Oversees the administration of the City’s Stormwater utility.
• Manages large and complex capital improvement projects. Develops project objectives by reviewing project proposals and plans and conferring with management. Determines project responsibilities by identifying project phases and elements, assigning personnel to phases and elements, and reviewing bids from contractors.
• Identifies and recommends long-range capital improvements and assists in the preparation of the five-year Capital Improvement Program budget. Facilitates and expedites project progress to ensure adherence to established budgets and schedules. Serves as a project manager on projects of a complex nature. Keeps Director apprised of project status.
• Directs the Engineering Division’s participation in the City’s internal Development Review Board process. Enforces ordinance/code requirements for the extension(s) of public utilities, rights-of-way and drainage solutions associated with private development projects.
• Plans, assigns and directs the operations and maintenance of streets, bridges, drainage and other related public infrastructure. Performs inspections of pavement, bridge, building and stormwater systems.
• Establishes the Department’s Street maintenance program, establishes annual priorities for maintenance activities and develops the annual maintenance budget. Monitors the execution of the annual work program as required.
• Assures NPDES permit requirements are met and performs annual NPDES reporting.
• Directs preparation of engineering feasibility reports and cost estimates. Provides direction to staff engineers to establish desired results, methods, operations and costs. Provides interpretations of designs, plans, specification, estimates, reports and recommendations relating to City infrastructure. Presents and explains reports as required.
• Assists in the development, implementation and evaluation of department plans, policies and procedures to achieve annual goals and objectives.
• Assists in the development and oversees implementation of divisional operating/capital budgets and establishes budgetary controls. Manages and approves expenditures. Prepares financial forms and reports.
• Preparation of scope of work for bids, provides recommendations for bid evaluation and award, negotiates and administers contract awards.
• Responsible for grant submittals, administration and coordination.
• Attends and conducts meetings as required; write reports and transmittal documents.
• Monitors the department’s customer service process to ensure effective and efficient service delivery.
• Receives and responds to public inquiries and requests for information and assistance and takes appropriate action to resolve problems.
• Considered essential personnel in the event of a natural disaster.
• Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

• Bachelor’s Degree in Civil Engineering or related major.
• Ten (10) years of professional engineering experience, preferably municipal engineering, or an equivalent combination of education, training and experience.
• Must possess and maintain a valid state driver’s license with an acceptable driving history.
• Licensed Florida Professional Engineer.

KNOWLEDGE, SKILLS AND ABILITIES

• Experience in project management and construction of public infrastructure.
• Experience in operations and maintenance of transportation and stormwater management systems.
• Thorough knowledge of construction, engineering, procurement, and other project-related activities, including their interfaces and interdependencies.
• Knowledge of infrastructure design and construction and alternate delivery methods.
• Knowledge of engineering standards, land development code regulations, Building Code requirements and State and local regulations regarding municipal infrastructure.
• Basic principles and practices of public administration including budgeting, purchasing and the maintenance of public records.
• Ability to communicate well with public both orally and in written form.
• Ability to enforce City ordinances in a professional manner.
• Ability to read and correctly interpret engineering drawings.
• Ability to plan, direct, organize and integrate broad, comprehensive public infrastructure programs and activities.
• Able to demonstrate experience of construction technology, design & project management of a diverse range of construction projects, including new buildings, refurbishments, and complex projects incorporating building services modifications and installations.
• Must be open-minded and adaptive to change, promote the collective interests of the team more than self-interest, able to resolve problems in a respectful manner.

PHYSICAL DEMANDS

• Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Monday-Friday 7:30m-4pm (May be required to work nights, weekends and holidays to meet the business needs of the City).
