Job Description: The Department of Health and Human Services is seeking a motivated individual to join our Child Support Enforcement Team and fill the role of DHHS Program Coordinator as the Child Support Program Coordinator. This position is to provide oversight to ensure Child Support Enforcement is compliant with state and federal regulations, to develop efficiencies in the workflow to provide better service, and to provide innovation to the program through special projects in collaboration with other Child Support and Office of Economic Assistance team members to ensure the programming in enabling the Department to meet its vision.

This position works collaboratively within the agency to promote cohesion between programs and overall support to families to improve the quality of services and outcomes. This position is needed to develop processes and procedures that enhance the program outcomes and is a key player in developing programming to help support the mission of families achieving self-sufficiency.

The Child Support Program Coordinator
  • Researches and interprets federal regulations, federal and state laws, and administrative requirements to formulate appropriate policies, procedures, and interpretations for the Child Support Enforcement program.
  • Drafts regulations related to Child Support Enforcement and ensures staff and service providers are working with uniform guidelines by coordinating program policies, and regulations.
  • Explains operational practices, policies, procedures, federal and state regulations, contract requirements, and activities related to Child Support Enforcement to agency staff, community organizations, members of the general public, and contractors/service providers.
  • Develops new legislative proposals and reviews legislative proposals for program impact.
  • Develops and prepares required federal and state reporting documents and related forms for submission.
  • Develops the necessary resources and administrative support with other departmental divisions or outside agencies.
  • Monitors, assesses, and evaluates service provider activities for compliance with policies, procedures, and legal mandates; ensures all contractual requirements are met and in compliance with program standards.
Requirements / Qualifications
Minimum Qualifications
  • Minimum Qualifications: Bachelor's degree in business or public administration, social/behavioral sciences, health sciences, public health, education, law, or related field. OR Experience in the development of operational policies and procedures, performing quality assurance analysis/evaluation of programs; grant writing, contract management, or leading community-based health/social care groups. Related coursework, training and/or education may substitute for the Bachelor's degree on a year-for-year basis.
Preferred Qualifications
  • Research and professional writing experience.
  • Experience analyzing and interpreting statutes, regulations, and policy documents.
  • Legal experience.
Knowledge, Skills, and Abilities
  • Knowledge of: procedure and policy development; methods and techniques of program planning; federal and state laws, rules, regulations and procedures pertaining to health and human services programs; public funds and budgeting methods; principles and techniques of planning, monitoring and evaluating human services programs and service delivery systems.
  • Skill in: interpreting and/or clarifying policy to interested groups; conducting formal presentations to provide education and share information.
  • Ability to: plan, organize and direct a major program; work collaboratively in a team setting; analyze, develop and organize materials; establish and maintain positive relationships with agency staff, service providers/contractors, community organizations and clients; communicate electronically, on paper or in person to promote, explain, discuss, advise and interact with interested groups on various program issues and problems; prepare and review technical documents such as summaries of state and federal regulations, action plans, reports, contracts and grants; understand, interpret and apply instructions, laws, rules, policies and procedures pertinent to the program; exercise independent critical thinking skills; maintain liaison with community representatives and other governmental agencies.

Hiring Wage: $26.726 per hour - non-exempt

Work Schedule: Monday - Friday; 8:00 AM - 5:00 PM

Dress Attire: Business Casual
