Job summary

The Vermont State Colleges System (VSCS) seeks a visionary Chief Redevelopment Officer to lead campus revitalization, adaptive reuse, and community partnerships across Vermont. As the System’s senior leader for redevelopment, you will steer strategic real estate initiatives, supervise cross-functional teams, and align stakeholders

Qualifications

  • Bachelor’s degree in a relevant field (e.g., business, planning, real estate, public administration, architecture, engineering, or related discipline).
  • Seven (7) years of progressive leadership experience in areas such as real estate development, campus planning, economic development, or public administration.
  • Demonstrated success leading complex, cross-functional initiatives with multiple stakeholders.
  • Experience building partnerships with government entities, nonprofits, and private‑sector organizations.
  • Strong analytical, communication, and strategic thinking skills.
  • Proven ability to influence and lead without direct authority.
  • Valid driver’s license and ability to travel extensively throughout Vermont.

Responsibilities

  • Lead long-range redevelopment strategies aligning academic priorities, workforce needs, and community development.
  • Identify opportunities that enhance campus vitality and long-term sustainability.
  • Build and maintain strong relationships with legislators, municipalities, state agencies, developers, and community partners.
  • Identify and advance initiatives that benefit both campuses and surrounding communities.
  • Coordinate initiatives with system leadership and external partners from concept through execution.
  • Evaluate and advance redevelopment opportunities including adaptive reuse, leasing, acquisitions, and public-private partnerships.
  • Act as the System’s owner’s representative for redevelopment projects and coordinate stakeholders from concept through execution.
  • Maintain a pipeline of prioritized projects and prepare executive-level recommendations.

Location: Vermont (multi-campus, statewide travel required)

Position Summary

The Vermont State Colleges System (VSCS) seeks a visionary and collaborative leader to serve as its next Chief Redevelopment Officer. This is a unique opportunity to shape the future of Vermont’s public higher education campuses through innovative redevelopment, adaptive reuse, and community-based partnerships.

The Chief Redevelopment Officer provides strategic leadership to advance campus revitalization initiatives that strengthen both the VSCS mission and the economic vitality of the communities it serves. This role works at the intersection of higher education, real estate development, public policy, and community engagement - transforming campus assets into dynamic hubs for learning, workforce development, and regional growth.

Working collaboratively with System and campus leadership, municipalities, state agencies, legislators, private developers, and community partners, the Chief Redevelopment Officer identifies and advances redevelopment opportunities, aligns diverse stakeholders around shared objectives, and coordinates initiatives from concept through implementation. Through strategic alliances, innovative redevelopment strategies, and responsible stewardship of System resources, the Chief Redevelopment Officer helps position VSCS campuses as enduring educational, economic, and community assets for Vermont

Key Responsibilities
Campus Revitalization Strategy
  • Lead long-range redevelopment strategies aligning academic priorities, workforce needs, and community development

Engagement
  • Build and maintain strong relationships with legislators, municipalities, state agencies, developers, and community partners
  • Identify and advance initiatives that benefit both campuses and surrounding communities
Executive
Coordination & Stakeholder Alignment
  • Serve as a central coordinator across system leadership and external partners
  • Align diverse stakeholders, remove barriers, and maintain momentum on key initiatives
Strategic Real Estate Development
  • Evaluate and advance redevelopment opportunities including adaptive reuse, leasing, acquisitions, and public-private partnerships
  • Conduct financial and feasibility analyses to support decision-making
Project Advancement & Implementation
  • Act as the System’s owner’s representative for redevelopment projects
  • Coordinate consultants, agencies, and stakeholders from concept through execution
Portfolio Governance & Performance
  • Maintain a pipeline of prioritized projects
  • Prepare executive-level recommendations and Board materials
  • Monitor outcomes and ensure alignment with System goals
Minimum Qualifications
  • Bachelor’s degree in a relevant field (e.g., business, planning, real estate, public administration, architecture, engineering, or related discipline)
