Job summary

City of Alexandria, Virginia is seeking a seasoned labor relations executive to lead the City’s first collective bargaining program as Chief Labor Relations Officer. You will steer negotiations with employee organizations and oversee contract administration for the designated workforce.

You will advise the City Manager, collaborate with the City Attorney’s Office and Human Resources, and develop training for managers on bargaining, grievances, and policy improvements.

Qualifications

• Bachelor’s degree in public administration, political science, business administration or a closely related field.
• Seven years of progressively responsible administrative and leadership experience in municipal government.
• Experience in labor/employee relations and litigation preferred, especially as the primary negotiator.

Responsibilities

• Serve as the City's Chief Negotiator in matters relating to collective bargaining.
• Lead the City's collective bargaining program, including negotiations with employee organizations, contract administration and training for both employees and supervisory staff.
• Coordinate with the City Attorney’s Office, and the Office of Human Resources.
• Formulate and recommend management strategies for city labor negotiations to ensure sound compensation and benefits.
• Coordinate collective bargaining issues with department heads, legal counsel, the City Manager, and the City Council as appropriate.
• Represent the City in meetings with employees and employee organization representatives regarding salaries, fringe benefits, working conditions and work hours.
• Direct preparation of Memoranda of Agreement and provide the official management interpretation of agreements.
• Review legislation impacting collective bargaining and offer recommendations.
• Provide training programs for managers and supervisors on collective bargaining and grievance resolution.
