Qualifications

Tower Aviation Management, a Part 135 Air Carrier, operates a fleet that includes Hawker 400XP and Challenger 604 aircraft. We are currently seeking a qualified and experienced Chief Inspector to oversee all inspection and quality assurance functions.

Position Summary

The Chief Inspector is responsible for ensuring all maintenance activities meet FAA regulations, manufacturer specifications, and company standards. This position manages inspection programs, airworthiness compliance, return-to-service authorizations, and supports both the Director of Maintenance (DOM) and Director of Operations (DO) in regulatory and quality assurance initiatives.

Key Responsibilities

• Ensure aircraft are maintained and inspected in accordance with FAA FAR Part 135, company procedures, and manufacturer specifications.
• Oversee aircraft inspection programs, including line maintenance, heavy checks, and special inspections.
• Maintain records of all inspections performed and ensure proper documentation and compliance for return-to-service authorization.
• Coordinate with maintenance personnel, vendors, and flight operations to ensure aircraft availability while maintaining safety and regulatory compliance.
• Monitor and enforce compliance with MEL/CDL procedures and deferred maintenance practices.
• Ensure accuracy of maintenance logbook entries, parts tagging, and traceability requirements.
• Assist in audits, including FAA, customer, and internal audits; lead corrective action planning and follow-up.
• Provide leadership and guidance to inspection personnel.
• Support Safety Management System (SMS) and Continuous Airworthiness Maintenance Program (CAMP) initiatives.

Additional Duties and Oversight Responsibilities

• Initiates revisions to the General Maintenance Manual (GMM) and submits them to the DOM for FAA approval.
• Coordinates with other management personnel concerning revisions to the CAMP.
• Ensures all maintenance-related manuals used under 14 CFR 135.411(a)(2) are kept current.
• Shares responsibility in managing the Maintenance Training Program.
• Manages, monitors, documents, and corrects findings within the CASS program and contract agencies.
• Performs internal audits of company maintenance functions and contract agencies in accordance with the GMM.
• Selects, approves, and provides oversight for RII Inspectors.
• Ensures maintenance personnel and RII Inspectors are properly instructed and trained to perform their duties and responsibilities.
• Establish and maintain control the company RII Inspection Program for all maintenance activities in accordance with FAR 135 & 145 requirement
• Ensures personnel are prohibited from inspecting their own work.
• Monitors compliance with Airworthiness Directives (ADs) and Service Bulletins (SBs).
• Investigates operational problems and irregularity reports in both Maintenance and Flight Operations.
• Ensures all maintenance, scheduled or unscheduled, is accomplished to the highest standards and in compliance with company policy and CFR 14.
• Monitors major repairs or alterations performed by contract agencies for quality and compliance.
• Notifies appropriate personnel of their responsibilities, authorities, and inspection limitations.
• Coordinates with the DO concerning operational changes that affect maintenance functions.
• Maintains the Company’s FAA-approved Contractual Vendor List.
• Exercises final oversight authority for maintenance, major and minor alterations, and repairs.
• Manages the Company Quality Program.
• Oversees audit and compliance of maintenance records for aircraft maintained under 14 CFR 135.411(a)(2).
• Manages and enforces the RII Inspection Program, including buy-back inspections and documentation.

Requirements:

• Minimum of 5 years of experience in aircraft maintenance, with emphasis on both light and heavy jet aircraft (e.g., Hawker 400XP, Challenger 604).
• Experience in FAR Part 135 operations.
• Strong knowledge of regulatory requirements (FAA, ADs, SBs, MELs, etc.).
• Familiarity with Return-to-Service procedures and inspection protocols.
• High school diploma or GED required (college or technical school preferred).
• Formal training and/or experience on business jets preferred (CL-604 certification a plus).

Physical & Travel Requirements

• Ability to lift, bend, crawl, and maneuver in tight spaces; lift up to 40 lbs unassisted
• Flexibility to work nights, weekends, and on-call shifts as required
• Must hold a valid passport and be able to travel domestically and internationally for aircraft support and training

Preferred Experience

• Prior experience as Chief Inspector or Lead Inspector in a Part 135 environment.
• Military maintenance background may be considered if transferable.
• Proficiency with digital maintenance tracking systems (e.g., CAMP, Traxxall).
• Detail-oriented with strong organizational, communication, and problem-solving skills.
