Job description

Position Purpose

Responsible for leading the technological strategy, execution, and innovation across Centene's Medicare markets and oversee the IT operations and strategies within those markets, with a specific focus on initiatives and accountability for delivery of those solutions and experience.

  • Business Technology Solution Delivery – Collaborate with key business and technology stakeholders to envision, develop, and implement leading technology-enabled business solutions within the Medicare line of business (e.g., business operating, digital, and analytics capabilities), which deliver on specific business goals, enhance competitiveness, drive value, and growth.
  • Information Technology (IT) Roadmap and Portfolio Management – Develop and maintain a comprehensive information technology roadmap, outlining the required IT infrastructure, operating platforms, and tools that deliver a specific portfolio of IT solutions within the Medicare line of business.
  • Stay abreast of emerging technologies and industry trends to ensure the Medicare organization remains competitive.
  • Analysis and Insights – Conduct research, competitor analysis, and customer surveys to gain a deep understanding of the Medicare market landscape, customer needs, and emerging opportunities.
  • Utilize data-driven insights to inform IT strategies and make informed, business-oriented decisions regarding technology investments and solutions.
  • Focused IT Solutions – Develop and implement IT solutions that directly address market demands and enhance the organization's market position.
  • This may involve identifying and leveraging technology platforms, digital solutions, data analytics, and other IT tools to drive growth and market differentiation.
  • Business Partnership and Collaboration – Build and maintain relationships with key Medicare business partners, clients, and stakeholders to understand their technology requirements and align IT strategies and solutions accordingly.
  • Collaborate with cross-functional teams, including sales, marketing, and product development, to ensure IT initiatives support market-focused objectives and drive business success.
  • Maintain and manage IT investments within a dedicated portfolio of investments for each Medicare market area, from introduction through implementation.
  • Solution Development Lifecycle – Oversee the end-to-end solution development lifecycle, from ideation to launch, ensuring alignment with business and market requirements.
  • Manage project timelines, budgets, and resources to deliver high-quality solutions within set deadlines through a dedicated program management organization.
  • Data-Driven Decision Making – Leverage data analytics and insights to drive informed decision-making throughout the solution development process.
  • Utilize metrics and key performance indicators (KPIs) to assess solution performance, identify areas for improvement, and make data-driven recommendations.
  • Team Leadership and Development – Lead and manage a team of IT and solution professionals, providing guidance, mentoring, and performance management.
  • Foster a collaborative and innovative work environment that encourages teamwork, knowledge sharing, and professional growth.
  • Risk Management and Compliance – Partner with Chief Information Security Officer (CISO) to identify and mitigate IT-related risks associated with initiatives.
  • Ensure compliance with relevant industry regulations, data privacy laws, and security protocols.
  • Develop and implement robust risk management frameworks to safeguard the organization's IT assets and data.
  • Vendor and Supplier Management – Collaborate with external vendors, suppliers, and service providers to evaluate and select technology solutions that support market objectives.
  • Manage market-specific vendor relationships, negotiate contracts, and oversee service delivery to ensure high-quality and cost-effective IT solutions.
  • Budgeting and Financial Management – Develop and manage the IT budget for activities, ensuring optimal allocation of resources.
  • Monitor financial performance, provide budget forecasts, and evaluate ROI on IT investments to support decision-making and resource optimization.
  • Technology Innovation and Continuous Improvement – Stay abreast of emerging technologies, industry trends, and best practices in IT and market strategies.
  • Identify opportunities for innovation, process improvements, and operational efficiencies.
  • Foster a culture of continuous improvement within the IT team to enhance the organization's market competitiveness within the Medicare line of business.
Education & Experience
  • Bachelor's Degree in computer science, information technology, engineering, or a related field required.
  • Master's Degree in a relevant discipline or an MBA preferred.
  • 10+ years of relevant experience with a significant portion dedicated to solution development and management preferred.
  • Strong knowledge and experience in technology delivery management principles, methodologies, and best practices.
  • Demonstrated success in driving technology strategies, leading cross-functional teams, and delivering innovative solutions.
  • Ability to work and collaborate across a complex and highly matrixed organization and deliver desired business outcomes.
  • In-depth understanding of software development lifecycles, technologies, and emerging trends relevant to the organization's industry.
  • Proficiency in agile methodologies, product management strategies, UX/UI design, data analytics, and cloud computing required.
  • Proven ability to develop and execute strategic technology roadmap plans aligned with business goals and market demands.
  • A strategic mindset, along with the ability to analyze market trends, evaluate competitive landscapes, and identify growth opportunities.
  • A solid understanding of business operations, revenue models, and market dynamics is important, preferably within the healthcare segment.
