Job summary

Macomb Community College seeks an experienced Chief Information Officer to provide college-wide technology vision, leadership, and operational oversight for IT, digital transformation, cybersecurity, and AI initiatives across multiple campuses.

You will ensure high availability, risk management, governance for SaaS systems, and alignment with the college’s strategic plan, while overseeing budgets and talent development.

Qualifications

Job Function

Provide college‑wide technology vision, leadership, and operational oversight for formulating, evaluating, and implementing information technology, digital transformation, cybersecurity, and artificial intelligence (AI) initiatives that sustain and improve the efficiency, reliability, and sustainability of its business operations.

Job Responsibilities

• Develop and maintain an enterprise‑level perspective of college systems, data, processes, practices, and goals, and a clear vision for how technology effectively supports the College’s mission, strategic plan, accreditation requirements, and long‑term sustainability
• Partner with academic and student services leadership to leverage technology to improve teaching, learning, the student experience, access, retention, completion, and student success
• Engage academic, administrative, and student stakeholders in the development, maintenance, and execution a comprehensive IT strategic plan that balances innovation with operational excellence and ensures high availability, reliability, security and performance of mission‑critical systems across all campuses
• Provide cross‑functional governance for enterprise systems in a predominantly SaaS environment
• Ensure continuity of service and risk mitigation during major system transitions or failure through disciplined operations management, change management, and contingency planning
• Maintain an established strategic information security and IT risk management program; provide executive oversight for cybersecurity, data privacy, identity and access management, disaster recovery, business continuity planning and contracted services
• Provide executive leadership responsible for artificial intelligence (AI) implementation by establishing and enforcing an AI governance framework that ensures transparency, decision integrity, data protection, vendor model risk management, and the primacy of human judgment
• Oversee technology portfolio analysis, prioritization, and governance to ensure alignment with the college’s strategic plan, goals, affordability, and demonstrated return on investment.
• Manage the College’s technology budgets, evaluate operational and capital needs, conduct cost‑benefit and life‑cycle analyses, and determine technology priorities using data‑driven decision‑making
• Provide strategic leadership for the Division of Information Technology, overseeing IT security, infrastructure and networking, applications and business systems, client and academic computing, and the service desk
• Determine, formulate, and administer IT policies, standards, procedures, and vendor contract lifecycle management; oversee vendor and contracted managed service performance
• Develop organizational capacity within IT through workforce planning, talent development, succession planning, cross‑training, and strategies for recruiting and retaining highly skilled technology professionals
• Establish and enforce audit and review processes for technology systems and digital services, with authority to assess security controls, user access management, regulatory compliance, and digital accessibility standards, and to require corrective actions when deficiencies are identified
• Cultivate and maintain professional relationships with peer institutions, consortia, and professional organizations; seek opportunities for partnerships, shared services, and collaboration
• Prepare and present recommendations, briefings, and reports to the President’s Council, the Board of Trustees and Administration
• Perform other duties as assigned.

Education

Bachelor’s degree required in computer science, information technology, management information systems, public technology administration, or related field. Master’s degree in information systems, operations management, business administration, public administration, or a closely related discipline is preferred.

Experience and Qualifications

Ten (10) or more years of progressively responsible information technology leadership experience. Demonstrated success leading enterprise‑scale IT operations, budgets, staffing, and service delivery in a complex organization. Proven ability to balance strategic vision with hands‑on operational leadership, including high‑availability environments and multi‑campus support. Experience leading or overseeing major enterprise system modernization initiatives, including SaaS ERP/SIS platforms. Recognized expertise in cybersecurity, data governance, risk management, and regulatory compliance in higher education or similarly regulated environments. Demonstrated understanding of the mission, role, and function of a large comprehensive community college is required.

Knowledge, Skills and Abilities

Demonstrated strength in operations management, process improvement, project management, and service delivery excellence. Strong leadership, organizational, and people‑management skills, including the ability to develop and lead senior technical leaders. Excellent verbal and written communication skills; ability to present complex technical and operational issues to executive leadership and governing boards. Demonstrated ability to lead organizational change with discipline, transparency, and accountability. Ability to make sound, timely decisions under pressure and manage competing priorities.

Working Hours and/or Working Conditions

Usual office conditions. Occasional hours beyond the normal workday are required.

General direction from the Executive Vice President, Administration.

Direct and general supervision of administrative, supervisory, professional, technical, and support staff.
