Job description

The incumbent serves as the Chief Financial Officer (CFO) for the Office of the Secretary for Transportation (OST). In this executive capacity, the CFO directs all budget formulation, financial management, performance evaluation, and internal control activities across the Secretarial offices. This expansive portfolio encompasses the strategic administration and compliance oversight of major transportation grants, specialized research appropriations, and diverse program funds.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1. Demonstrate executive-level ability in ensuring responsible stewardship of public funds whilemaintaining transparency, fiscal discipline, and accountability across multiple organizational unitsand appropriations. Extensive experience leading the preparation, consolidation, and review ofbudget submissions, including developing guidance, evaluating program funding requests, andrecommending resource allocations that align with strategic goals and fiscal constraints.

TQ 2. Demonstrated experienced in establishing and maintaining robust internal control frameworks and leadingfinancial statement audits in accordance with the Chief Financial Officers Act and Office ofManagement and Budget guidance. Demonstrated ability to supervise multidisciplinary teams,coordinate cross-organizational initiatives, and provide clear strategic direction while ensuringtimely completion of complex budget and financial management activities.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. • ECQ 3: Merit and Competence -This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
• ECQ 4: Leading People -This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization’s vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
• ECQ 5: Achieving Results -This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
