HIRING SOLUTIONS, LLC is seeking a Chief Financial Officer to lead the financial operations of the Fowlerville Community Schools district. The role collaborates with the Superintendent, Board of Education, and district leadership to align financial strategies with mission and long-term goals.

The CFO will oversee budgets, compliance, grants, audits, procurement, payroll, and risk management while guiding capital planning and reporting to the Board.

Qualifications

  • Bachelor’s degree in Accounting or related field required.
  • Master’s degree in Educational Administration, Accounting or related field preferred.
  • CPA, MSBO or CFO certification preferred.
  • Experience with school financial accounting systems or related software preferred.

Responsibilities

  • Oversee the district’s financial operations, ensuring accuracy, transparency, and compliance.
  • Develop and manage the district’s annual budget and long-term financial planning.
  • Provide budget development guidelines for buildings and departments; assist administrators.
  • Implement budget control systems to monitor spending and health of funds.
  • Supervise revenue collection, fund management, and financial reporting.
  • Ensure accurate tax levies, school assessments, and collections.
  • Advise the Superintendent and Board on financial matters; present reports and recommendations.
  • Attend Board meetings and participate in the Superintendent’s Cabinet.
  • Ensure adherence to federal, state, and local laws and district policies.
  • Assist in managing grants and annual audits; maintain records in compliance.
  • Oversee district real estate, insurance, risk management, and capital projects.
  • Supervise district purchasing, bidding, and contract negotiations.
  • Oversee payroll operations and supervise Business Office staff.
  • Maintain positive relationships with stakeholders and perform additional duties as needed.

The Chief Financial Officer is responsible for the overall financial management of the district, ensuring fiscal stability and compliance with all applicable laws and regulations. Working closely with the Superintendent, Board of Education, and district leadership, the Chief Financial Officer develops and oversees the district’s financial strategies to align with Fowlerville Community Schools' mission and long-term goals.
Position Responsibilities
Financial Management & Budgeting
  • Oversee the district’s financial operations, ensuring accuracy, transparency, and compliance with all applicable regulations.
  • Develop and manage the district’s annual budget and long-term financial planning in alignment with Board and Superintendent approval.
  • Provide budget development guidelines for buildings and departments while assisting administrators as needed.
  • Implement and maintain budget control systems to monitor district spending and financial health.
  • Supervise revenue collection, fund management, and financial reporting to ensure accountability.
  • Ensure accurate tax levies, school assessments, and collections.
Strategic Planning & Board Engagement
  • Advise the Superintendent and Board of Education on financial matters, including budgeting, expenditures, and long-term financial planning.
  • Attend Board of Education meetings, serve on the Superintendent’s Cabinet, and meet regularly with the Finance Committee to provide financial guidance.
  • Develop and justify budget proposals, presenting financial reports and recommendations to district leadership and the Board.
Compliance & Grant Management
  • Ensure adherence to all federal, state, and local laws, regulations, and district policies.
  • Assist in writing, managing, and implementing state and federal categorical grants and programs.Arrange for annual audits and maintain financial records in compliance with legal and district standards.
  • Ensure records management procedures meet legal requirements.
Risk Management & Capital Planning
  • Oversee district real estate, insurance, and risk management programs.
  • Manage capital improvement projects, ensuring proper financial planning, oversight, and compliance with funding requirements.
  • Provide strategic financial oversight for bond-related projects and district facilities.
Purchasing & Contract Negotiations
  • Supervise district purchasing, ensuring competitive bidding, procurement compliance, and cost-effectiveness.
  • Prepare bidding documents, including notices, instructions, specifications, and proposal forms.
  • Participate in employment contract negotiations for organized employee groups.
Payroll & Business Office Oversight
  • Oversee district payroll operations, ensuring accuracy, compliance with state and federal regulations, and timely processing.
  • Supervise, direct, and evaluate Business Office staff to ensure efficiency and adherence to financial policies and procedures.
Other Responsibilities
  • Maintain positive relationships and open communication with parents, community members, staff, and other district stakeholders.
  • Perform additional duties as assigned by the Superintendent.
  • Bachelor’s degree in Accounting; Master’s degree in Educational Administration, Accounting, or a related field preferred.
  • Minimum of three (3) years of leadership experience in school business operations preferred.
  • CPA certification, Michigan School Business Officials (MSBO) certification, or Chief Financial Officer (CFO) certification preferred.
  • Proficiency in school financial accounting systems or related software preferred.
Knowledge/Skills/Abilities Required
  • Strong presentation skills, with the ability to effectively communicate financial data to administrators, community groups, and the Board of Education.
  • Excellent verbal, written, and interpersonal communication skills.
