Job summary

Community Health Center of Snohomish County is seeking a Chief Financial Officer to lead the financial and administrative functions. The role directs budgeting, forecasting, reporting, internal controls, and compliance across the organization, reporting to the CEO and serving on the senior leadership team.

The CFO will oversee accounting, payroll, grants administration, and financial strategy in a healthcare nonprofit setting, with partnerships across departments and with the Board of Directors.

Qualifications

  • Bachelor’s degree in business, finance, accounting or related field.
  • 7+ years of senior/director level management experience in finance/administration.
  • CPA license required; CHFP preferred for healthcare nonprofit environments.

Responsibilities

  • Provide leadership for administrative and financial services across departments.
  • Develop budgets, forecasts and financial reports for leadership and Board.
  • Ensure GAAP compliance, internal controls and financial reporting accuracy.

Job Summary

The Chief Financial Officer (CFO) contributes to the successful achievement of the organization’s mission and strategic initiatives by providing leadership, oversight, evaluation and direction for the general administrative and financial services, activities and programs of the organization through planning, organizing and directing the various departmental functions. The CFO serves as a member of the senior leadership team. This position provides management and supervision to designated staff. The CFO is responsible for the activities and programs of the departments within areas of responsibility.

Education
  • High school graduate or equivalent.
  • Bachelor’s degree in Business, Finance, Accounting or related field.

Preferred:

  • Master’s degree in Business (MBA), Accounting (MA) or Finance (MF).
Experience
  • Senior/Director level management experience (7 years).
  • Supervisory experience over mid-level/department managers (5 years).
  • Experience working with the strategic planning process.
  • Familiarity with community health centers, medical/dental clinics or practices, or other healthcare settings.
  • Accounting and/or Finance experience (7 years).
  • Experience in budgeting, cost reporting and forecasting models (3 years).
  • Experience with multi-source revenue streams (3 years).
  • Understanding and practical use of Generally Accepted Accounting Principals (GAAP).
  • Familiarity with automated accounting systems.
  • Familiarity with automated payroll systems.
  • Experience working with Federal/State tax guidelines and laws, as they relate to not-for- profit organizations.
  • Project management and leadership experience (3 years).
  • Healthcare information systems, such as electronic health record and practice management systems experience.
  • Corporate compliance and HIPAA privacy/security experience.

Preferred:

  • Familiarity with federally qualified health centers or FQHC “look alikes.”
  • Working in a not-for-profit organization
  • Working with low income, multi-ethnic populations.
  • Medical/dental billing and insurance experience in a healthcare setting.
  • Familiarity with Federal grants and Single Audit requirements.
  • Familiarity with state and federal grant funding and general processes of grant funding and management.
Credentials
  • Certified Public Accountant (CPA) licensed by one of the 50 U.S. States or 5 U.S. Territories

Preferred:

  • Certified Healthcare Financial Professional (CHFP) certified by the Healthcare Financial Management Association or other relevant professional organization.
Job Specific Functions/Performance: General
  1. Contributes to the successful achievement of the organization’s mission and strategic initiatives by providing leadership, oversight, evaluation and direction for the general administrative and financial services, activities and programs of the organization through planning, organizing and directing the various departmental functions.
  2. Works collaboratively with members of the Executive Leadership Team to assure achievement of annual business and strategic goals, and objectives.
  3. Serves on the Executive Leadership Team and other formal and ad hoc committees and teams as appropriate.
  4. Under the direction of the Chief Executive Officer, serves as staff to the Board of Directors as appropriate.
  5. Works collaboratively with the Executive Leadership and Management Teams to prepare budgets and to allocate resources to carry out activities and programs of their respective areas of responsibility.
  6. Reviews, analyzes and evaluates financial, utilization, statistical information and productivity reports with department managers and makes the necessary adjustments as appropriate. Prepares and distributes data and/or reports and presentations to appropriate recipients and audiences.
  7. Leads appropriate meetings, teams/committees, work groups, etc., as needed.
  8. Adheres to attendance standards in order to perform the job functions for daily operations and/or continuity of patient care.
Job Specific Functions/Performance: Finance/Accounting
  1. Oversees all functions related to financial and accounting services, including but not limited to providing, monitoring and maintaining the highest degree of quality financial services and in providing overall direction, integration and coordination of accounting and payroll systems and records and contracts and leases.
  2. Participates in the development of the HRSA Health Center Program grant budget as part of the annual agency budget development process.
  3. Directs training for staff, as necessary, to maintain compliance with facility, state and federal standards.
  4. Prepares all annual operating and capital budgets. Models and/or forecasts revenue and expenditures as required.
  5. Oversees 330 grant budget preparations.
  6. Oversees completion of Federally Qualified Health Centers Medicaid and Medicare cost reports, external financial statement audit, single audit, federal 990 tax return, state and local tax obligations, 403(b) audit and all state, federal, local and third party financial reporting obligations.
  7. Coordinates compliance with Uniform Guidance and Federal audit standards.
  8. Monitors portfolio investments according to the direction of the Board of Directors. Serves as liaison between Board of Directors and Board-appointed investment manager.
  9. Oversees treasury and investment functions, including banking, bank reconciliations, investments, debt management and lines of credit, as applicable.
  10. Oversees fixed assets and inventory records including depreciation and fixed asset schedules.
  11. Monitors regulatory environment and its impact on financial controls.
  12. Oversees the administration of accounting systems.
  13. Works collaboratively with the Executive Leadership Team Plans on the recommendations of new facilities or equipment, or modification thereto, needed to provide patient care; participates in facility-related project management and in the assessment of clinical equipment and supplies required for programs.
  14. Works collaboratively with members of the Executive Leadership and Management Teams to provide and monitor finance/accounting activities and programs throughout the organization.
Job Specific Functions/Performance: Patient Accounts
  1. Oversees all functions related to patient accounts, including but not limited to effective billing and collection of fees for services rendered, requirements of Medicaid, Medicare and other third party insurance billing and compliance requirements.
  2. Oversees proper recording of patient revenue and related statistical data and analysis.
  3. Oversees compliance with all regulatory requirements and ensures integrity.
  4. Oversees accuracy of patient accounting data in organization’s financial records.
  5. Manages the development, and periodic updating of agency fee schedules.
  6. Works collaboratively with members of the Executive Leadership and Management Teams to provide and monitor patient accounts activities and programs throughout the organization.
Job Specific Functions/Performance: Purchasing
  1. Oversees all functions related to purchasing, including but not limited to systems, records, procurement of supplies, services, equipment, and other tangible and non-tangible items for all of the organization’s programs.
  2. Oversees the design and delivery of procurement systems and processes that allow for cost-competitive purchasing, in accordance with Federal purchasing guidelines and internal organizational resources.
  3. Works collaboratively with members of the Executive Leadership and Management Teams to provide and monitor purchasing activities and programs throughout the organization.
