Qualifications

Responsibilities

  • Manage system’s financial resources and activities.
  • Maintain DMH relationships with banks, investment managers, underwriters, rating agencies, and fiscal intermediaries.
  • Conduct cash management and investment functions of Delta Memorial Hospital.
  • Prepare monthly reports of hospital’s financial position and results of operations in accordance with GAAP; prepare for annual external financial audit.
  • Prepare timely federal, state, and other financial reports; perform cost studies involving third parties such as Medicare, Blue Cross and other agencies.
  • Recommend budget planning guidelines and coordinate budgets with the CEO and department managers; present to the Board and report variances.
  • Direct and supervise department staff and approve personnel actions.
  • Provide recommendations for insurance protection and renewals.
  • Participate in financial impact studies of changes such as employee benefits and salary adjustments.
  • Attend meetings and participate on committees; support Continuous Improvement initiatives.
  • Lead assigned departments and maintain an effective cost accounting and data reporting system.

Chief Financial Officer

1. Manage system’s financial resources and activities. Serves as prime representative of the Chief Executive Officer in all financial management issues of the system. Keeps Chief Executive Officer fully informed. Through subordinates, supervises and coordinates the functions of the departments listed above.



  • Maintains DMH relationships with banks, investment managers, underwriters, rating agencies, and fiscal intermediaries.

  • Conducts cash management and investment functions of Delta Memorial Hospital.

  • Prepares monthly reports of hospital’s financial position and results of operations in accordance with generally accepted accounting principles. Prepares for and engages in the annual financial audit of DMH conducted by external auditing firm.

  • Performs/oversees preparation of the timely filing of federal, state, third party, and other financial reports as required. Performs cost studies involving third parties such as Medicare, Blue Cross and other local, state, and federal agencies.

  • Recommends budget planning guidelines to Chief Executive Officer, coordinates preparation of current operating and capital budgets with Chief Executive Officer and Department Managers for hospital and Rural Health Clinics. In conjunction with the Chief Executive Officer, presents annual budget plan to Board of Trustees and designated Board Committees for review and approval. Reports variances from those budgets on a routine basis.

  • Directs and supervises department staff through subordinate managers, including review/approval of recommended personnel actions.

  • Provides recommendations for current and adequate insurance protection to protect system from liability and other losses. Works with local agent to ensure renewals for insurance are obtained timely.

  • Participates in financial impact studies of proposed changes such as employee benefits, general salary increase, etc.

  • Attends and/or conducts meetings and participates on committees as required.

  • Supports and manages Continuous Improvement Activities of the hospital and department.

  • Provides leadership for assigned departments outlined above.

  • Provides for organization and maintenance of an effective system of accounting and cost determination and data reporting. Continually reviews and modifies cost systems and data collection to assure maximum cost reimbursement for patient services.


JOB SPECIFICATIONS: DESCRIPTION


  • EDUCATION Bachelor’s degree in accounting or related area required. MBA and/or CPA preferred.

  • LICENSURE None.

  • EXPERIENCE Seven to ten years previous Healthcare financial management experience required.

  • SKILLS In-depth and up-to-date knowledge of hospital administration, knowledge of the healthcare field, as well as refined managerial skills.

  • INTERPERSONAL SKILLS Verbal, quantitative and interpersonal skills.

  • PHYSICAL EFFORT Requires finger dexterity, eye/hand coordination and full range of body motion including the ability to stoop, kneel, crouch, reach, push, pull and grasp items and stand and walk for extensive periods of time; the ability to lift and move equipment/supplies (0-25 pounds) with proper technique and accessories. Requires corrected vision and hearing in normal range.

  • HOURS OF WORK Generally Monday-Friday with extended hours as needed.

  • HAZARDS Exposure to chemicals, machinery, and bloodborne Pathogens that requires the use of personal protective equipment, i.e., masks, gowns, & gloves.

  • COMPETENCE FOR SPECIFIC PATIENT POPULATION:


INFECTION CONTROL: Ability to comply with department specific controls implemented to reduce the risk of acquiring and transmitting infections within the health care setting. The controls may include, but are not limited to, immunity to certain vaccine preventable diseases, screening for tuberculosis infection or disease, the ability to utilize indicated personal protective equipment and attendance at appropriate training.
