The position also supports expanded services and KPHS’s goal of becoming a Certified Community Behavioral Health Clinic (CCBHC) by 2030.

SUMMARY OF RESPONSIBLITIES:
ESSENTIAL RESPONSIBILITES
Financial Strategy and Executive Partnership
  • Advise the CEO and executive leadership team on financial performance, emerging risks, resource allocation, and the financial implications of operational decisions.
  • Lead annual budgets, rolling forecasts, and multiyear financial plans, with clear assumptions for staffing, service volume, reimbursement, and expenses.
  • Assess the financial feasibility of new programs, service expansions, facility projects, partnerships, and other investments; develop business cases and monitor results.
  • Prepare clear financial reports and recommendations for the CEO, advisory board, and applicable committees; explain variances, corrective actions, and decisions requiring attention.
Controller Duties and Accounting Operations
  • Own the general ledger and monthly and year-end close calendar; prepare or review journal entries, accruals, adjusting entries, and supporting schedules, and resolve discrepancies promptly.
  • Prepare or review bank, balance sheet, and subledger reconciliations, including accounts receivable and payroll liabilities; investigate differences and maintain complete documentation.
  • Manage accounts payable, receivables accounting, payroll accounting, and cash receipt processes; ensure accurate coding, timely processing, and required approvals.
  • Prepare accurate financial statements in accordance with generally accepted accounting principles and applicable nonprofit requirements; maintain supporting records and explain significant changes.
  • Maintain the chart of accounts, fixed asset and depreciation schedules, restricted fund accounting, and consistent cost allocations; report results by program, location, and funding source.
  • Oversee administration of the organization’s 403(b) retirement plan, including contributions, withdrawals, and loans, in coordination with payroll and the plan administrator. Compile supporting information and assist independent auditors with the required annual plan audit.

  • Monitor accounts receivable aging, denials, underpayments, unbilled services, and collection trends; establish accountability for resolving issues and preventing recurrence.
  • Evaluate payer reimbursement, service costs, contract terms, and program margins; communicate the financial impact of payer and policy changes.
  • Collaborate with program and compliance leaders to strengthen documentation and billing workflows, reduce preventable revenue loss, and support accurate claims.

  • Improve financial systems, dashboards, and workflows; partner with IT to strengthen data integrity, automate manual work, and connect financial and operational reporting.
  • Develop financial readiness for CCBHC planning, including service cost analysis, funding scenarios, and reporting capacity as requirements become applicable.

  • Ability to communicate financial information clearly, exercise sound judgment, protect confidential information, and work effectively with clinical and nonclinical leaders.
Preferred
  • Active Certified Public Accountant (CPA) credential; master’s degree in accounting, finance, business administration, or a related field.
  • Experience as a CFO, vice president of finance, controller, or comparable senior finance leader in a nonprofit community behavioral health organization.
  • Experience with Maryland’s public behavioral health system, psychiatric rehabilitation, residential rehabilitation, outpatient mental health, or similar services.
  • Experience with nonprofit accounting, grants and restricted funds, government contracts, and healthcare cost reporting.
  • Familiarity with CCBHC financial planning, cost reporting, or prospective payment methodologies; experience supporting organizational growth and systems modernization.

The CFO/Controller is expected to move comfortably between strategic planning and detailed accounting work, identify problems early, and follow through on solutions. This leader builds accountability, develops staff, and communicates clearly with colleagues across the organization. The position models KPHS values: Welcoming to All, Accessible by Design, Collaborating for Impact, and Advocating with Purpose.

Working Conditions
