Anticipated Start Date: First Quarter of 2027 (January–March 2027)


Position Summary

The Chief Executive Officer provides overall leadership, strategic direction, operational oversight, and financial stewardship for Coos County Family Health Services (CCFHS). Reporting to the Board of Directors, the CEO is responsible for advancing the organization’s mission, vision, values, policies, and strategic goals.


The CEO oversees all CCFHS programs and services, including medical and dental practices, behavioral and community health, the RESPONSE Program, administrative services, and support departments. The CEO ensures compliance with HRSA Health Center Program requirements, Section 330 grant requirements, FQHC standards, applicable laws, corporate bylaws, Board-approved policies, and nonprofit healthcare standards.


Essential Duties and Responsibilities

Leadership and Strategic Direction

  • Provides executive leadership, vision, and direction for CCFHS.
  • Develops and recommends strategic plans, policies, and organizational priorities to the Board.
  • Implements Board-approved plans, budgets, policies, and initiatives.
  • Promotes a mission-driven culture and the long-term sustainability of CCFHS.
  • Ensures services respond to community needs and improve access to care.
  • Identifies opportunities for growth, collaboration, service expansion, and operational improvement.

Board Relations and Governance

  • Serves as the primary liaison between organizational leadership and the Board of Directors.
  • Provides timely, accurate, and complete information to support informed Board decision-making.
  • Works with the Board President to develop meaningful Board and Committee agendas.
  • Ensures implementation of Board-approved policies and corporate bylaws.
  • Supports Board education regarding HRSA requirements, FQHC governance, compliance, quality, finance, and strategic planning.

HRSA and FQHC Compliance

  • Ensures compliance with HRSA Health Center Program and Section 330 grant requirements.
  • Maintains organizational readiness for HRSA Operational Site Visits and other regulatory reviews.
  • Oversees required HRSA reports, including Uniform Data System reporting.
  • Ensures compliance with sliding fee discount, scope of project, grant award, and other FQHC requirements.
  • Supports FTCA deeming, risk management, and regulatory compliance activities.
  • Ensures organizational policies, procedures, documentation, and operations align with HRSA expectations.

Operations

  • Provides executive oversight of all locations, programs, departments, and service lines.
  • Delegates operational responsibilities appropriately while maintaining executive accountability.
  • Promotes communication, coordination, and clear accountability across departments.
  • Monitors organizational performance and directs corrective action when necessary.
  • Oversees the development and implementation of budgets, financial plans, internal controls, and reporting systems.
  • Works with the CFO and Board to maintain financial stability and long-term sustainability.
  • Oversees grant funding, contracts, revenue cycle performance, and resource development.
  • Ensures financial practices comply with federal grant requirements, nonprofit standards, and Board policies.
  • Identifies opportunities to improve efficiency, strengthen resources, and support responsible growth.

Personnel and Organizational Culture

  • Provides executive oversight of personnel management in accordance with applicable laws and Board-approved policies.
  • Directly supervises designated executive and senior leadership positions.
  • Establishes clear expectations and holds organizational leaders accountable for performance.
  • Promotes a respectful, transparent, collaborative, accountable, and mission-driven workplace.
  • Supports recruitment, retention, succession planning, professional development, and leadership development.
  • Ensures employment practices support fairness, equity, compliance, and operational effectiveness.

Compliance, Risk Management, and Legal Oversight

  • Ensures compliance with applicable laws, regulations, licensing requirements, contracts, and policies.
  • Supports the Corporate Compliance Officer and organizational Compliance Program.
  • Promotes ethical conduct, transparency, accountability, and non-retaliation.
  • Ensures appropriate oversight of HIPAA, privacy, security, fraud, waste and abuse prevention, OSHA, emergency preparedness, and risk management.
  • Reports significant compliance, legal, financial, operational, or patient safety concerns to the Board.

Quality, Patient Safety, and Performance Improvement

  • Provides leadership for quality improvement, patient safety, and organizational performance.
  • Ensures quality initiatives align with organizational goals, HRSA requirements, and patient care standards.
  • Works with clinical leadership to monitor outcomes, patient satisfaction, access, and health equity.
  • Provides the Board with appropriate quality and performance information.

Community and External Relations

  • Represents CCFHS to the community, funders, government agencies, healthcare organizations, and other stakeholders.
  • Builds productive relationships with hospitals, schools, community partners, advocacy groups, and government entities.
  • Represents CCFHS in matters involving public policy, community health, funding, partnerships, and access to care.
  • Promotes a positive public image of CCFHS and its programs.

Grants, Contracts, and Resource Development

  • Oversees the development, submission, administration, and reporting of grants and contracts.
  • Ensures grant-funded programs comply with all funding requirements.
  • Pursues resources and partnerships that support the mission and sustainability of CCFHS.
  • Supports fundraising and development activities in accordance with Board policies.

Additional Responsibilities

  • Maintains knowledge of healthcare trends, FQHC requirements, nonprofit governance, regulations, and healthcare policy.
  • Participates in required meetings, trainings, and community events.
  • Ensures organizational assets and facilities are appropriately maintained.
  • Performs other duties assigned by the Board of Directors.

Supervisory Responsibilities

The CEO directly supervises executive and senior leadership staff and maintains indirect responsibility for all CCFHS employees. The CEO establishes organizational priorities, promotes leadership accountability, evaluates performance, supports professional development, and ensures alignment with CCFHS’s mission and strategic goals.


The CEO serves as the administrative supervisor of leadership positions and works collaboratively with Medical Directors and other clinical leaders to support clinical oversight, quality improvement, provider engagement, credentialing, patient safety, regulatory compliance, and organizational initiatives.


The CEO may recommend or modify reporting relationships as organizational needs evolve, subject to the Board-approved organizational structure and policies.


Desired Qualifications

The ideal candidate will possess the leadership, operational, financial, and strategic abilities necessary to lead a mission-driven Federally Qualified Health Center serving rural and underserved communities.


Education Required:

Bachelor’s degree in Healthcare Administration, Business Administration, Public Health, Public Administration, Nursing, Human Services, or a related field.


Preferred:

Master’s degree in Healthcare Administration, Business Administration, Public Health, Public Administration, or a related field.


Experience

Required:

  • At least five years of progressively responsible leadership experience in healthcare, nonprofit management, community health, public health, human services, or a related field.
  • At least three years of experience managing staff, budgets, programs, or organizational operations.
  • Demonstrated success leading teams, managing resources, and implementing strategic initiatives.

Preferred:

  • Leadership experience within an FQHC, Rural Health Clinic, Critical Access Hospital, healthcare organization, or nonprofit.
  • Experience working with a Board of Directors.
  • Experience managing grants, contracts, or government-funded programs.
  • Experience overseeing multiple departments, service lines, programs, or locations.
  • Knowledge of HRSA Health Center Program requirements and community health center operations.
