Petticoat-Schmitt Civil Contractors, Inc. is seeking an experienced Chief Estimator to lead our heavy civil estimating team in Jacksonville, FL.

The role focuses on site development, underground utilities, and roadway construction, driving strategy, and improving win rates and margins. You will work with executive leadership and operations to align estimating priorities, review bids, and mentor a high-performing team.

Qualifications

• 10+ years of estimating experience in heavy civil construction.
• Experience leading estimating teams and mentoring staff.
• Experience preparing bids in public and private markets.
• Strong knowledge of site development, underground utilities, and roadway projects.
• FDOT/municipal bidding familiarity preferred.
• Bachelor’s degree in Construction Management or Civil Engineering.

Responsibilities

• Lead and develop the heavy civil estimating team with accountability.
• Drive bid strategy, project selection, and pricing approaches.
• Review drawings, specs, contract documents, and geotechnical reports.
• Validate labor, material, equipment, subcontractor, and general conditions costs.
• Lead final estimate reviews and ensure timely submissions.
• Mentor estimators and improve estimating processes.
• Coordinate with operations and finance to align estimates with costs.
