Job summary

Morgan Corp. in Charlotte, NC, is seeking a Chief Estimator to lead the estimating team, develop budgets and estimates, and ensure compliant bid packages for heavy civil projects.

The role requires 15+ years of estimating or project experience, a civil engineering or related degree, proficiency with estimating software and MS Office, and the ability to coordinate with designers, suppliers and risk managers to optimize cost and schedule.

Qualifications

  • Bachelor's degree or higher in a relevant field and related work experience.
  • Minimum 15+ years of estimating or project experience on heavy civil projects (10+ years estimating).
  • Proficient in estimating software and MS Office tools.

Responsibilities

  • Oversee estimating process for bids and awarded projects using standardized methods.
  • Analyze past performance to set estimating standards and manage cost databases.
  • Coordinate with division management on bid packages, formats and budget tracking.
  • Lead the estimating team and assign project responsibilities.
  • Review plans and specs to confirm complete scope and identify risks.
  • Solicit subcontractor/supplier pricing and prepare bid instructions.

Description

We are currently searching for a Chief Estimator. The Chief Estimator is the primary member of the estimating team who is responsible for creating budgets and estimates.


Key Responsibilities
  • Oversight of the estimating process for projects bid and awarded in the division, and will follow standardized procedures, methods, and processes for estimating
  • Oversee analysis of past performance on projects and establish estimating standards for all future estimates based on such analysis, and assist in oversight of the historical cost database, bid management, and estimating software.
  • Works with the Division Manager to oversee department standards for deliverables such as bid packages, deliverable formats, and budget tracking tools
  • Manages and coordinates with the estimating team, software, and other resources used to perform the estimating functions.
  • Assigns responsibilities for the estimating team on each project.
  • Reviews project plans and specifications and coordinates with the team to confirm the complete scope.
  • Identify risk issues and their order of magnitude.
  • Solicit subcontractor and/or supplier information & pricing.
  • Prepares instructions to bidders, bid form, and other bid solicitation information as required.
  • Performs and/or manages the quantity survey and pricing effort for internal budgets.
  • Prepares conceptual budgets based on minimal information.
  • Reviews general conditions, schedule, scopes of work, hoisting plans, site logistics, and other exhibits as prepared.
  • Ensures the flow of project information is maintained and documented.
  • Reviews and/or manages the review and scoping of specialty contractor bids.
  • Coordinates insurance requirements with risk management.
  • Coordinates technical proposal requirements with the Marketing department.
  • Reviews constructability issues with operational staff.
  • Maintains and communicates data on construction and material cost trends affecting project costs.
  • Analyze alternate means and methods to determine the most economical alternative.
  • Builds effective relationships with customers, the design team, specialty contractors, suppliers, and user groups that reflect and support the company's core values and meet or exceed customers' expectations.
  • Performs other related duties as needed.

Skills, Knowledge and Expertise
  • Bachelor's Degree in Civil Engineering, Construction Management, Administration, or equivalent related work experience.
  • Minimum of 15 or more years of estimating or project experience on heavy civil projects (at least 10 years of estimating experience)
  • Be proficient in all computer software programs used in estimating.
  • Possess strong mathematical and computer skills.
  • Proficiency with all MS Office products (Word, Excel, Access, PowerPoint).
  • Expertise in one or more areas of heavy civil.
