Job summary

State of Maryland is seeking a Chief of the Program Analysis Unit within the Office of Finance in Baltimore. The role provides managerial oversight for cost accounting, audit coordination, and financial operations, including AR/payments and compliance with laws and policies.

The position leads a team, coordinates with internal/external auditors, and supports accurate financial reporting and integrity of the department’s operations. The assignment is in a hybrid work environment in Baltimore.

Qualifications

  • Bachelor's degree in Accounting or 30 credit hours in Accounting with GAAP experience.
  • Six years of experience examining, analyzing and interpreting accounting systems with GAAP.
  • Three years of advanced duties in cost accounting, systems accounting, or federal fund accounting and supervisory/management experience.

Responsibilities

  • Oversee cost accounting and related process management.
  • Oversee Quality Assessment Fee process management and Value‑Based Purchasing incentives.
  • Oversee Hospital Working Advance fund distributions and Negative Credit Balance reconciliations for Maryland providers (hospitals, nursing homes, MCOs).
  • Oversee accounts receivable and payment functions and monitor receipt/disbursement of funds for compliance.

LOCATION OF POSITION

MDH Division of Program Analysis and MCO's, Office of Finance, Baltimore MD

Main Purpose of Job

This position operates in a hybrid work environment, with job duties performed both remotely and on‑site, unless otherwise directed by the Appointing Authority. The position is located within the Office of Finance, Program Analysis Unit, and serves as the Chief of the Program Analysis Unit, providing managerial oversight and leadership for a variety of financial and accounting functions. The position is responsible for overseeing and/or performing functions related to cost accounting, Quality Assessment Fee process management, Value‑Based Purchasing Incentives, Hospital Working Advance fund distributions, and Negative Credit Balance reconciliations for Maryland providers, including hospitals, nursing homes, and Managed Care Organizations (MCOs). The position also oversees accounts receivable and payment functions and is responsible for monitoring the receipt and disbursement of funds to ensure compliance with applicable laws, regulations, policies, and procedures. In addition, the position works closely with internal and external auditors, coordinates responses to audit inquiries, and supports efforts to ensure the accuracy, integrity, and compliance of the Department's financial operations.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree in Accounting from an accredited college or university, or a bachelor's degree with 30 credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing. In addition, six years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles (GAAP) with three years of advanced duties in the area of cost accounting, systems accounting, or federal fund accounting and including three years at a supervisory or management level.

Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience. Applicants may substitute one year of professional auditing experience for one year of the non-supervisory/management experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess experience in the following:

  • Developing and implementing internal controls, fiscal policies, and process improvements and/or accounts receivable and payment processing
  • Supervising, mentoring, and/or developing professional accounting staff
  • Overseeing or managing audits, including coordinating with internal and external auditors and responding to audit findings
  • Actuarial Science
