Job summary

Dexian Government Solutions is recruiting a Chief Cost Data Scientist to support the AFCAA's CEMDAR development effort in Washington, DC, with a remote work arrangement. The role serves as the contractor's senior technical authority, enterprise architect for CADOM data, and primary strategic advisor on data strategy, technology insertion, and analytical innovation.

• Oversee data pipelines, analytical methodologies, models, applications, and deployed products; ensure technical quality, commonality, and configuration compliance.
• Lead cross-functional teams of data scientists, data engineers, and cost/data analysts.
• Integrate advanced data-science capabilities with existing Government processes and technologies; identify emerging AI/ML, data-engineering, analytical, and technology-insertion opportunities.
• Translate complex analytical findings into actionable recommendations for Government stakeholders and provide technical oversight across QAA and subcontractor technical activities.

Dexian Government Solutions is recruiting for a Chief Cost Data Scientist to support our proposal effort for the CEMDAR in Washington, DC.

Location: Remote

Position Overview:

Highly experienced Chief Cost Data Scientist to serve as the senior technical authority supporting AFCAA's CEMDAR Development Effort. This is substantially broader than a conventional senior data scientist position. Under the updated PWS, the Chief Cost Data Scientist serves as the contractor's senior technical authority, enterprise architect for the CADOM data environment, technical lead for quality and consistency across CEMDAR tasks and deliverables, and primary strategic advisor to the AFCAA Technical Director regarding data strategy, technology insertion, and analytical innovation. The position owns the contractor's technical vision for CADOM, including architecture decisions, technology-stack recommendations, platform evolution, pipeline designs, analytical methodologies, deployed products, and subcontractor technical work.

Job Duties:

• Lead the technical direction of the CEMDAR environment and establish and maintain enterprise data and analytical architecture.
• Oversee data pipelines, analytical methodologies, models, applications, and deployed products; ensure technical quality, commonality, and configuration compliance.
• Lead cross-functional teams of data scientists, data engineers, and cost/data analysts.
• Integrate advanced data-science capabilities with existing Government processes and technologies; identify emerging AI/ML, data-engineering, analytical, and technology-insertion opportunities.
• Translate complex analytical findings into actionable recommendations for Government stakeholders and provide technical oversight across QAA and subcontractor technical activities.

Required Qualifications:

• BS or BA from an accredited college or university.
• Minimum 10 years of data-science experience.
• Minimum 5 years of cost-estimating/analysis experience.
• Minimum 5 years performing projects of comparable scope to the CEM effort.
• Demonstrated leadership of cross-functional data-science, data-engineering, and cost/data-analysis teams.
• Demonstrated ability to define enterprise data strategy and identify opportunities for applying data to organizational objectives.
• Experience integrating advanced data-science capabilities into existing processes and technology environments.
• Demonstrated R&D experience involving machine learning and artificial intelligence.
• Strong stakeholder-engagement and executive communication skills.
• Knowledge and experience performing cost estimating and analysis for major defense systems, including work breakdown structures, CSDRs, O&S data, EVM, SAR and budget data, cost-estimating relationships, and analogy estimating.
• Active SECRET security clearance required at contract award.
