Job summary

One Community Health seeks a Chief Compliance Officer to lead the organization’s compliance and risk management program. You will guide leadership, implement annual work plans, and ensure governance across HIPAA, fraud prevention, and regulatory requirements.

Responsibilities

  • Management of the Compliance/Risk Management Program
  • Develop, and implement annual Compliance Work Plan, ensuring clinic operates legally and ethically
  • Develop and implement policies and procedures to support the program
  • Develop, deliver trainings and monitor adherence with leadership and HR
  • Manage external audits and conduct internal audits
  • Coordinate HRSA, Ryan White, Medicare, Medicaid, HIPAA, fraud, waste and abuse, and other regulatory requirements
  • Oversight of Privacy Officer Functions
  • Ensure up-to-date privacy forms and notices meet standards
  • Oversight of Policies and Procedures and Code of Conduct
  • Manage contracts, agreements and insurance policies and align with legal
  • Risk assessment and incident evaluation for severity and financial impact
  • Triage and track compliance concerns, advise leadership on corrective actions
  • Develop loss control measures for patient care complaints
  • Liaise with legal counsel on lawsuits and risk management components
  • Serve as staff resource on risk management and patient safety
  • Follow up on regulatory recommendations to minimize risk
  • Collaborate with Chief Health Officer on investigations involving patient safety

Job description

Chief Compliance Officer (COO)

The Chief Compliance Officer ensures the organization functions within regulatory and legal parameters; identifies and mitigates risk exposure. Maintains an effective Compliance/Risk Management Program and annual Compliance/Risk Management Work Plan(s) to prevent illegal, unethical, or improper conduct. Provides guidance to the leadership team and staff on matters relating to compliance and risk management.

Location:

Midtown Clinic (Sacramento, 95811)

  • Hybrid: At least 2 days per week in office (Tuesdays required)
Essential Functions
  • Management of the Compliance/Risk Management Program
  • Develop, and implement annual Compliance Work Plan, ensuring that the clinic operates legally and ethically while maintaining the highest quality of care for our patients
  • Develop and implement policies and procedures which support the program, modifying as needed due to changes in laws or operations
  • Develop, deliver, and/or assign required trainings which supports the program; monitoring adherence in partnership with leadership and HR
  • Manage external audits and conduct internal audits
  • Provide monitoring, coordination and support related to HRSA, Ryan White, Medicare, Medicaid, managed care, HIPAA, fraud, waste and abuse, federal grants, and other applicable healthcare compliance requirements.
  • Oversight of Privacy Officer Functions
  • Identify, implement, and maintain the organization's privacy policies and procedures with the leadership team and legal counsel when needed
  • Ensure the organization has up-to-date privacy consent forms, information notices, and materials that meet current organizational and legal standards
  • Oversight of Policies and Procedures Maintenance
  • Oversee all aspects of organizational policies and procedures and Code of Conduct, including audits, maintenance, revision, communication, and managing the platform where they reside. Manage the online policy and procedure library
  • Management of Contracts, Agreements and Insurance Policies
  • Engage in the development, execution, and continuous compliance monitoring of contracts, agreements, insurance policies, and business associate agreements, coordinating with legal as needed
  • Risk Assessment
  • Evaluate incidents for severity, frequency, financial loss, and report to relevant parties
  • Triage, assign, track and escape compliance concerns, deadlines, complaints, regulatory notices and external requests; and support timely resolution and follow-up. Advise leadership on corrective actions, preventive controls and matters required legal, executive, or Board review.
  • Develop loss control measures for patient care complaints, including access to care and appropriate treatments
  • Liaise with legal counsel on lawsuits and related processes. Understand risk management legal components.
  • Serve as a staff resource on risk management and patient safety. Model behavior in patient satisfaction, conduct, confidentiality, complaint resolution, and problem-solving.
  • Follow up and act on regulatory/insurance survey recommendations to minimize risks. Fulfill fiduciary duties in managing organizational risk.
  • Collaborate with Chief Health Officer regarding investigations involving patient safety, particularly when quality of care concerns or clinicians are involved.
Additional Duties
  • Coordinate and lead all activities as it relates to the HRSA Compliance Manual and Site Visit Protocol and FTCA deeming
  • Other tasks and projects as assigned and appropriate.
Minimum Requirements
  • Bachelor's degree in a related field plus Five (5) years' experience working in an FQHC compliance environment. Education may be substituted for related experience healthcare settings.
  • Expertise in the following areas, typically gained from 5 years in a supervision capacity
  • Developing department objectives and measurements to meet organizational goals
  • Staff selection and development
  • Management of department workload
  • Effective communication skills, including but not limited to:
  • Ability to read and write effectively, in English, within the business context
  • Ability to compose correspondence
  • Ability to speak effectively before patients or employees of the organization
  • Ability to tactfully, confidentially, and professionally handle all manner of patient communications.
  • Personal composure and flexibility to successfully perform all functions of the position in a fast paced, multi-disciplinary setting.
  • Eligibility for certification in Health Care Compliance(CHC) and Privacy Compliance (CHPC) required.
  • Experience with data analysis tools and techniques.
Preferred Background
  • Master's or Doctorate in Public Health, Healthcare Administration, or law strongly preferred.
  • Research Compliance (CHRC), or Auditing certification preferred.
