Job description

General Description

The purpose of this job is to appraise and classify residential properties in Orangeburg County for ad valorem tax purposes. This position works under close to general supervision according to set procedures, but determines how or when to complete tasks.

Duties and Responsibilities
  • Plans and organizes daily activities to locate, identify, and physically inspect agricultural and residential properties for classifying building permits, mobile home permits and inquiries.
  • Locate buildings, obtains measurements, lists exterior characteristics, and determines improvement grade, class and depreciation. Input data into computer.
  • Estimate and determine market value of land, property and improvements through analysis of market sales and other means for tax purposes within an intense deadline setting.
  • Communicate with the public, realtors, attorneys, co‑workers, supervisors, surveyors, etc., to provide and exchange information for appraisals.
  • Analyze sales of comparable properties to defend appraised values before local Board of Appeals, and Administrative Law Court as required.
  • Assist Chief Appraiser/Reappraisal Supervisor in defending values before the County Appeals Board and the Administrative Law judge.
  • Perform other duties and related work as instructed and assigned.
Minimum Education and Experience Requirements
  • Requires an Associate’s degree in Real Estate, Appraisal, Business or related field.
  • Requires two (2) years of experience in real estate appraisal work; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Special Certifications and Licenses
  • Must possess and maintain a valid state driver’s license.
  • Requires South Carolina Certified Residential Appraiser or Mass Certified Residential Appraiser License.
Reasoning Ability, Mathematical and Language Skills
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of technical instructions and manage abstract and concrete variables.
  • Ability to calculate figures such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply basic algebra and geometry concepts.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to present information and respond to questions from groups of managers, clients, customers, and the public.
Physical Demands

Performs sedentary work that involves walking or standing most of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
