Job description

Central Texas Water Business Development Manager (193007)

HDR seeks a client‑facing, action‑oriented leader to oversee marketing and business development across Central Texas, driving Net Fee Booked (NFB) growth in Drinking Water, Wastewater, Water Resources Management, and Federal Water sectors.

Responsibilities
  • Lead the development and implementation of an overall area growth strategy.
  • Maintain and expand existing client relationships.
  • Identify, establish, and grow relationships with new target clients.
  • Develop market networks and position HDR for project opportunities that result in client selection and award.
  • Lead project pursuits, including developing winning approaches, preparing proposals and presentations in collaboration with area marketing staff, conducting quality reviews, and coaching presentation teams.
  • Collaborate with the South‑Central Region Business Development Director and other regional Business Development Managers to achieve strategic initiatives.
  • Partner with program and operations leadership to develop and implement an annual plan that includes tactical and strategic initiatives for growth objectives and financial goals.
  • Analyze and qualify potential clients that align with professional and financial value to the firm.
  • Monitor new market trends and participate in strategic planning.
  • Identify and leverage contacts to build relationships with targeted clients.
  • Participate in industry conferences, seminars, professional associations, and other water‑focused organizations to develop business contacts and promote HDR.
  • Maintain client relationships and, when necessary, support project delivery as Project Principal or client‑facing Project Manager.
  • Identify and develop potential projects, collaborating with national and local resources to develop and submit successful proposals that lead to shortlisting and selection.
  • Collaborate with marketing services staff to produce qualifications, proposals, interview presentations, specialty brochures, and other marketing materials for the water program.
  • Mentor marketing staff, client‑service managers, and pursuit leaders to develop persuasive marketing deliverables and client‑centered presentations with strategic messaging.
  • Implement company marketing policies and procedures.
Required Qualifications
  • Minimum of 10 years of relevant industry experience.
  • Self‑starter with a history of completing projects with limited oversight.
  • Deep knowledge of the A/E/C industry's standard procurement approach for professional services.
  • Ability to motivate and inspire others.
  • Ability to build a network of clients and industry partners.
  • Experience in sales and developing effective win strategies.
  • Strong financial acumen and negotiation skills.
  • Excellent written and verbal communication skills.
    Preferred Qualifications
    • Bachelor’s degree in an engineering, professional, or related field.
    • Professional engineering registration in Texas or similar technical credentials/experience.
    • 15+ years of experience in program development, pursuit management, and client relationship development in the water consulting industry.
    • Proven business development success in the water consulting industry.
    • Existing network of clients and teaming partners in Texas.
    • Experience managing diverse teams.
