Qualifications

  • Requires completion of four years of college with coursework in business or public administration.
  • Requires three years of progressively responsible administrative experience in labor relations.
  • Preferred: four years of professional experience managing or performing labor relations functions in a public or business organization.
  • Preferred: three years interpreting and implementing collective bargaining agreements in a public or business organization.
  • Preferred: three years overseeing the implementation and application of human resources policies and procedures in a public or business organization.
  • Preferred: three years supervising professional human resources staff.
  • Completion of a bachelor’s degree in human resource management, business administration, or related field.
  • Two years of professional experience conducting training in human resources.

Responsibilities

  • Serves as Central/Southern Region Labor Relations Administrator.
  • Provides information and technical assistance to management staff regarding discipline measures, grievances, evaluations, contracts, and CMS rules and procedures.
  • Conducts third level grievance hearings.
  • Serves as the Department’s representative at various labor relations meetings.
  • Maintains and revises policies, procedures, handbooks, manuals, and management training curriculum.
  • Performs other duties within the scope of the above duties.

Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Central/Southern Labor Relations Administrator. Essential Functions
  • Serves as Central/Southern Region Labor Relations Administrator
  • Provides information and technical assistance to management staff regarding appropriate discipline measuresand procedures, grievances, employee evaluations, proof status, collective bargaining contracts, interpretations ofCMS rules and procedures, employee-related problems, etc.
  • Conducts third level grievance hearings
  • Serves as full line supervisor
  • Reviews procurement business case contracts (PBC's) to interpret the nature of work performed within the PBC's
  • Serves as the Department’s representative at various meetings relating to labor relations issues
  • Maintains and revises policies, procedures, handbooks, manuals, management training curriculum, etc.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework inbusiness or public administration.
  • Requires three years of progressively responsible administrative experience in a public or private organization in the areaof labor relations.
Preferred Qualifications
  • 4 years of professional experience managing or performing labor relations functions in a public or business organization.
  • 3 years of professional experience interpreting and implementing collective bargaining agreements in a public or businessorganization.
  • 3 years of professional experience overseeing the implementation and application of human resources policies andprocedures in a public or business organization.
  • 3 years of experience supervising professional human resources staff.
  • Completion of a bachelor’s degree in human resource management, business administration, or a business-related field.
  • 2 years of professional experience conducting training in the field of human resources.
