Job summary

DeKalb Health is seeking a Training Instructor to develop, assess, and deliver Agency-wide transit training, including Federal/State mandated programs, vehicle operator instruction, and safety modules. The role covers classroom and on-the-job training, with emphasis on compliance, safety, and customer service.

The incumbent will create curricula, evaluate operator performance, and ensure training materials meet regulatory standards.

Qualifications

  • Requires High School Diploma or GED and CDL with Passenger endorsement.
  • Three years of public transit experience preferred.
  • Must possess Class B CDL with Passenger endorsement for operation of transit vehicles.
  • Experience in training design and evaluating operator performance is essential.
  • Ability to develop and refine training curriculum and materials within regulatory standards.

Description

Under the direction of the Operations Safety & Training Manager, the Training Instructor develops, assesses, and delivers Agency-wide training including Federal/State-mandated training, vehicle operator training, and other training as assigned. Provides training to maintain the highest standards of safety and service. Instruction provided will cover all aspects of vehicle operation in the course of passenger transportation, including, but not limited to, defensive driving; service area familiarization; passenger loading/unloading, customer service, and securement; proper manifest documentation; use of on-board equipment; accident and emergency procedures; dispatch and radio communications; and passenger sensitivity. Incumbents must be available to work all days and all hours where services are performed, including holidays and all shifts.


ESSENTIAL FUNCTIONS

  • Develops and conducts one-on-one and group training.

  • Evaluates new operator driving skills using appropriate checklists and evaluation forms and provides appropriate feedback. Monitors and evaluates training participants and tracks progress.

  • Reviews and maintains existing training curriculum, course material, evaluations and tests.

  • Monitors applicable laws and regulations and makes policy recommendations to ensure compliance. Advises department manager on plans, projects, department functions and implementation of departmental policy.

  • Performs administrative functions necessary to deliver and document learning and development programs.

  • Reviews effectiveness of current transit and operations-related training instruction and makes recommendations to fulfill training needs.

  • Generates training materials and lesson plans in response to specific requests for training and to maintain compliance with all rules and regulations.

  • Assists in managing and evaluating the vehicle operator training program, which includes:

  • Developing and refining new programs;

  • Supervising course conduct and completion of Class B licensing.

  • Conducting classroom sessions and on-the-job training for trainees and other Agency personnel;

  • Establishing curriculum for instruction on Agency policies and procedures.

  • Training and assigning coach operator line trainers.

  • Counseling students regarding performance, conducting probationary training evaluations; determining employment status of trainees and conducting interviews and bus evaluations with applicants as needed.

  • Conducting on-board observation and evaluation of operator performance.

  • Conducting training on all new bus equipment; recertifying and retraining employees in general operations and/or specialized courses.

  • Assists in determining the type of retraining necessary for employees involved in preventable accidents.

  • Conducts external benchmarking with other transit agencies to identify best practices.

  • Completes, files and maintains all records related to Agency employee training, to include Federal and State training certification documents.

  • Assists with classroom training and behind-the-wheel training for new operators and trainees.

  • Ensures operators are fully trained prior to being released into revenue service.

  • Provides monthly or annual ongoing/refresher training in topics relevant to the service and service area.

  • Performs ride checks and road observations.

  • Identifies re-training needs and provides behind-the-wheel re-training.

  • Recognizes and reports safe and unsafe acts and/or conditions.

  • Provides feedback to Safety and Training Manager regarding training needs.

  • Performs the duties of an Operator when needed for route coverage.

  • Adheres to Federal Transit Administration compliance procedures.

  • Assists with tracking of DOT certifications and license renewals.

  • Assists with coverage for Operations Supervisors as needed.

  • Maintains complete and accurate documentation on all facets of training and testing for each student as required and mandated by State and Federal law.


SUPERVISORY RESPONSIBILITIES


Supervises coach operator line instructors, new hire trainees, and training class participants.

EXPERIENCE/EDUCATION

Must be 21 years of age or older. High School Diploma or GED required. Must possess TSI Instructor’s Course Certification or be able to obtain within 18 months of start of employment. Three years of public transit experience required. One year as a Bus Operator in public transit preferred. Previous line training or other supervision/training experience highly desired. Requires proper license(s) with endorsements and certifications to operate a passenger motor coach. Must possess a safe driving record.


Applicants must have at least two years of driving history and possess a valid, unrestricted license.


Established driving history must be clear of the following:


1) No moving violations on driving record within the last thirty- six (36) months.


2)No accidents where the applicant has contributed to cause within the 3 years prior to the application date.


3)Have appeared in court as required.


4)No violations related to drugs/alcohol.


ESSENTIAL KNOWLEDGE & SKILLS



  • Ability to communicate effectively in both written and spoken form; uses appropriate grammar, accurate spelling, and punctuation when communicating through written form; communicates effectively with internal and external customers.

  • Familiarity with service area and operations.

  • Advanced computer skills required and ability to learn and design eLearning training processes.

  • Advanced working knowledge of audio/visual equipment.

  • Knowledge of, or ability to learn, relevant training programs, practices, and techniques.

  • Ability to assists with formulating routine training plans and instructional methodologies, selecting basic training aids, examples, manuals, and visual aids, evaluating standards and procedures.

  • Knowledge of agency vehicles, components, and data/communications systems.

  • Knowledge of state and federal regulations and corporate safety programs and policies.

  • Familiarity with computer operating systems and Microsoft Office packages.

  • Must possess a minimum Class B valid Commercial Driver’s License (CDL) Passenger (P) endorsement for public passenger transport valid within the State of Texas.


PHYSICAL ACTIVITIES: Physical activity includes, but is not limited to: on a continuous basis, sit at a desk for long periods of time; board and disembark from transit vehicles in a field environment, move safety through vehicle shop and maintenance areas, intermittently twist and reach office equipment; write or use keyboard to communicate through written means; lift moderate weight; reaching above the waist, reaching below the waist, and reaching waist to shoulder to reach inventory on shelves; talking and hearing when dealing with customers; and observation of transit projects and operations during field work. Occasionally requires kneeling, stooping, crouching, lifting, pushing, and pulling up to 75 lbs. Repeated use of hearing and speech to communicate on telephone, radios, and in person. Repeated driving commercial vehicle.
