Job summary

LAUKOA seeks a non-supervisory CBRN Operations Specialist to support federal mission partners with advanced detection operations, equipment management, and logistics planning. You will coordinate with stakeholders, develop plans, and train on protocols at multiple sites including Herndon, VA.

The role requires travel to CONUS/OCONUS, capability to write reports, and after-action analyses. Expect surge deployments, 24/7 shifts, and adherence to DHS/MDDP standards.

Qualifications

• Active Secret Security Clearance required.
• Minimum 5 years CBRN operational planning experience.
• 5+ years CBRN planning and coordination experience.
• CDL B license within 3 months of award.
• Ability to travel up to 50%.
• Fluent English required.

Responsibilities

• Conduct CBRN detection operations by coordinating with stakeholders, managing equipment, planning logistics, developing plans, teaching and training equipment protocols.
• Report information, notify chain of command, write situational and after-action reports, and follow up with stakeholders.
• May be called to support PM or act as Acting PM for up to 30 consecutive days.
• Maintain regional file system and documentation; ensure file standards for electronic and paper files.
• Maintain equipment, tactics, and procedures by completing training per MDDP policies.
• Document and report fleet information monthly as required by DHS policies.
• Adhere to MDDP, CWMD, and DHS policies including dress code and communications standards.
• Perform Level I TSS responsibilities with federal oversight as needed.
• Present information on MDDP capabilities to stakeholders and group sizes.
• Train stakeholders on policies, procedures, and equipment.

Summary:

This non-supervisory position conducts advanced CBRN detection operations supporting federal mission partners, supports operational planning, and focuses on work execution under the guidance of the Federal Lead. This position is responsible for coordinating with stakeholders, managing equipment, planning logistics, developing plans, teaching and training equipment protocols, reporting appropriate information, writing situational reports and after-action reports, and following up with government stakeholders. Personnel must be capable of supporting surge deployments, intelligence-driven operations, National Special Security Events (NSSE), and steady-state detection missions. Travel, extended hours, 24/7 shift work, weekends, holidays, and recall during contingency operations may be required.

Job Description

• Conduct CBRN detection operations by coordinating with stakeholders, managing equipment, planning logistics, developing plans, teaching and training equipment protocols to stakeholders,
• reporting information as appropriate, notifying chain of command as appropriate, writing situational reports and after-action reports, and following up with the stakeholder in post-deployment communications.
• May be called to support PM directly when requested or function as Acting PM for periods no longer than 30 consecutive days.
• Manage and maintain file system for regional documentation to include record keeping, following file standards and protocols, and maintaining both electronic and paper files.
• Responsible for maintaining their equipment, tactics, techniques, and procedure standards by completing all training, including refresher training, in accordance with MDDP policies.
• Supports fleet management by documenting, tracking, submitting, and filing all necessary fleet vehicle information in accordance with MDDP, CWMD, and DHS policies. Reports will be submitted by the 7th of each month covering the entirety of the previous month.
• Adheres to professional standards and codes of conduct set forth by MDDP, CWMD, and DHS including dress code, all forms of communication standards, social media regulations, and other policies as required.
• Perform responsibilities of Level I TSS with federal oversight as needed.
• Presents clear, concise, and accurate information on the Mobile Detection Deployment Program and its capabilities to a variety of stakeholders and group sizes.
• Professionally conducts training on and answers questions on policies, procedures, protocols, and equipment of the program to a variety of stakeholders and group sizes.

Qualifications

• Preference is given to those individuals who have advanced training and experience on an MDDP team, any of the National Guard CBRN Response Enterprise (CRE) elements including the Civil Support Team (CST), CBRNE Enhanced Response Force Package (CERFP), and Homeland Response Forces (HRF) current/retiring Coast Guard Strike Team, Army Tech Escort or Special Forces CRD, or other DOD/DHS/DOJ special CBRNE team members
• Knowledgeable in using the following types of representative Radiation/Nuclear (R/N) detection equipment: Personal Radiation Detectors (PRD) (Spectroscopic/Non-Spectroscopic) (examples may include: D-tect Systems Mini Rad-D, Thermo RadEye, FLIR IdentiFINDER R300 nanoRaider, and Kromek D3S); Human Portable Radiation Detection Backpacks (examples may include: Thermo PackEye, and Bubble Technology Industries FlexSpec); Radiological Isotope Identification Devices (RIIDs) (High-Res/Low-Res) (examples may include: FLIR IdentiFINDER R400 and ORTEC Detective DX); Mobile Radiation Detection System such as Radiation Solutions Inc. RSI-701; Auxiliary Equipment: Radios, Radioactive Material Sources.
• Active Secret Security Clearance
• Be a CBRN subject matter expert with a minimum of 5 years’ experience participating in and assisting with CBRN operational planning
• Have a Commercial Driver’s License Class B (CDL B) or ability to obtain within 3 months following contract award
• 5+ years CBRN experience in the operational planning and coordination of detection and preventative activities with
• 5 years’ hands‑on equipment experience including use of primary and secondary screening devices spectroscopic devices, and chemical identification equipment utilizing FTIR and Raman technologies
• Be able to read, write, and speak English fluently
• Demonstrate excellent leadership qualities, public speaking and presentation skills, verbal and writing skills will be of an excellent aptitude when producing documents and providing presentations.
• Possess National Incident Management System (NIMS) and Incident Command Structure (ICS) certifications and courses (i.e.ICS 100, 200, 700)
• Valid primary and secondary screener preventative certifications
• Possess at least one basic radiation fundamental training program certification
• Demonstrate excellent decision making and critical thinking skills
• Able to operate in a high‑paced environment with deadlines.
• Ability to travel over 50% during the year
