Job summary

CAPECO Community Action Program of East Central Oregon is hiring a Homeownersh​ip Case Manager in Pendleton or Hermiston. You will provide comprehensive counseling to families and individuals on pre-purchase, post-purchase, and foreclosure prevention, along with budget and credit guidance.

The role includes creating curricula, facilitating homebuyer education, attending dispute conferences, and performing outreach to meet funder requirements.

Qualifications

  • Associate degree or equivalent combination of education, training and experience.
  • Excellent communication, interpersonal and customer service skills.
  • Bilingual in English/Spanish preferred.

Responsibilities

  • Provide one-on-one counseling for action plans, budgeting and debt management.
  • Develop and facilitate homebuyer education and financial literacy workshops.
  • Attend dispute resolution conferences between homeowners and lenders to avoid foreclosure.
  • Monitor client caseload and maintain documentation in client files.
  • Build relationships with lenders, realtors and community partners to address client needs.
  • Travel within the service area as required.

Position Overview

The responsibilities of the Homeownership Case Manager are to provide comprehensive counseling services to families andor individuals who need pre purchase post purchase default and foreclosure counseling Budget and credit counseling will also be provided Create new curriculum and facilitate various workshops on homebuyer education and financial literacy Prepare for and attend dispute resolution conferences between homeowners and their lender with the goal of avoiding foreclosure Conduct program outreach Obtain and maintain required certification

ESSENTIAL JOB FUNCTIONS

An employee in this position may be called upon to do any or all the following essential functions These examples do not include all the duties which the employee may be expected to perform Other duties responsibilities and activities may change or be assigned at any time with or without notice To perform this job successfully an individual must be able to perform each essential function satisfactorily with or without reasonable accommodation Provide one on one extensive counseling sessions for action plans budget development debt management review of credit report emergency savings funds that promote the clients best interest and choice in their effort towards homeownership home retention or self sufficiencyCreate new curriculum and facilitate homebuyer education and financial literacy workshopsAttend resolution conferences as a mediator between homeowners and their lender and advocate on behalf on of the homeowner with the goal of avoiding foreclosureMonitor client caseload which includes conducting follow ups with clients to determine if they are progressing towards their goalsManage a rental subsidy caseload as assigned based on program demands and current workloadEnsure that all communications with clients lenders etc are documented in the client fileEnsure all client files are complete with all required documentation in compliance with funders requirements and securely storedEnter client data into various data systemsBuild relationships with lenders realtors and community partners to learn about the services they offer and advocate for the provision of said services to program clients with the goal of addressing all needs in a holistic mannerConduct program outreach to meet grant requirementsAttend community meetings as they pertain to poverty housing and homelessnessParticipate training to obtain and maintain required certificationsPeriodically employees may be required to work evenings weekends or as business needs dictateOccasionally you will have out of town or overnight travel working before or after regular business hours Travel may require the use of a personal vehicle Mileage for the business related use of a personal vehicle will be reimbursed at the standard mileage rate as published by the US Internal Revenue ServicePerforms other duties as assigned
