Hamilton County is seeking a Case Manager for its Community Corrections department. The role focuses on developing individualized treatment plans, monitoring attendance and compliance, and testifying in court as needed.

The position requires a Baccalaureate Degree in criminal justice or related field, the ability to obtain CPR/First Responder training, and a valid Indiana driver’s license. This is a full-time, non-exempt role with hourly compensation.

Hamilton County provides reasonable accommodation to qualified employees and applicants with known disabilities who require accommodation to complete the application proves or perform essential functions of the job, unless the accommodation would cause an undue hardship.Incumbent serves as Case Manager for Community Corrections, responsible for developing treatment plans for program participants, and monitoring and documenting compliance.DUTIES:Administers an assessment of participant’s risk and needs.Utilizes assessment results to develop an individual treatment plan for each participant. Monitors participant’s program attendance.Monitors participant’s treatment plan compliance and evaluates overall progress.Selects, implements, and utilizes intervention and enforcement strategies that best fit the characteristics of the participant.Manages caseload in an effective manner. Manages time and organizes work demands appropriately.Serves as liaison between participants and service providers, including explaining program policies, answering questions, and resolving problems.Searches participants for contraband according to prescribed procedures, and tests for illegal drugs and alcohol, including collecting urine samples and operating alcosensor.Assists with participant intake, including completing required forms, explaining program rules and contract terms, and executing contracts. Monitors participant’s compliance with program rules.Maintains current and accurate case files. Accurately documents pertinent information from contacts.Prepares and files various documents with the court identifying the participant’s progress or lack thereof and testifies in court proceedings.Periodically performs duties of other department personnel in their absence or as needed.Maintains current knowledge of applicable local, state, and federal rules/regulations, new developments, technology and trends in the field of community corrections by reading professional publications and periodically attending trainings, seminars and /or conferences.Performs related duties as assigned.I. JOB REQUIREMENTS:Baccalaureate Degree in criminal justice, social service, or related area, or equivalent combination of education and experience.Possession of or ability to obtain required certifications/training within time specified by department, including first responder/CPR, response to resistance, verbal de-escalation, and disease control.Working knowledge of and ability to make practical application of local, state, and federal regulations and standard policies, procedures and legal terminology of the department and the criminal justice system. The ability to develop and implement appropriate treatment plans for participants and their families, including assessing needs, monitoring activities, providing counseling, maintaining documentation, and completing reports as required.Ability to communicate with internal and/or external providers.Ability to facilitate and maintain productive communication while maintaining a professional, pro-social relationship with participants and employees.Ability to express empathy regarding participant’s situations as appropriate.Ability to recognize pro-social thinking and behaviors.Ability to de-escalate potentially volatile situations between participants when necessary.Working knowledge of standard English grammar, spelling and punctuation, and ability to effectively communicate orally and in writing with co-workers, other County departments, program participants and their families, social service providers, and employers, including being sensitive to professional ethics, gender, cultural diversities and disabilities.Working knowledge of and ability to follow personnel policies and work rules of the employer/ department, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.Ability to understand and follow written and oral instructions from supervisor, and appropriately respond to constructive criticism.Ability to properly use all assigned equipment, including two-way radio, alcosensor, handcuffs, OC spray, and baton.Ability to properly use various department equipment, including computer, printer, copier, fax machine, cellular telephone and pager.Ability to provide public access to or maintain confidentiality of department information/records according to state requirements.Ability to work alone and with others in a team environment with minimum supervision, and maintain appropriate, respectful interrelationships with co-workers.Ability to work on several tasks at the same time, and complete assignments effectively amidst frequent distractions and interruptions.Ability to regularly work evening hours, occasionally work extended and/or weekend hours, and occasionally travel out of town for training, sometimes overnight.Ability to serve on 24-hour call for emergencies.Possession of a valid Indiana driver's license and demonstrate a safe driving record.As a result of the duties associated with this job, there is the potential of becoming exposed to blood borne pathogens and other potentially infectious diseases. To safeguard employees and eliminate the liability placed on Hamilton County, employees working in this position shall begin the three shot Hepatitis B vaccination and subsequent training within 10 days of their initial job assignment per OSHA 29 CFR 1910.1030(f)(2)(i). The initial and two subsequent vaccinations shall be administered by the Hamilton County Health Department and free of charge to the employee. If the employee has previously received the three shot Hepatitis B vaccination, official documentation must be provided to the supervisor identifying the dates in which each shot was appropriately administered. A Temporary Medical Declination may be made for a period of up to six months. A Declination form must be completed, outlining the medical reasons for the temporary declination and forwarded to the Safety & Risk Manager. Employees temporarily declining the vaccine are prohibited from performing any duties in which they may be exposed to a blood-borne pathogen or other potentially infectious disease until they are able to begin/continue the series of vaccinations. Failure to comply will result in termination of employment.II. DIFFICULTY OF WORK:Incumbent’s duties are somewhat restricted in scope, but are of substantial intricacy, involving several variables and considerations. Incumbent operates according to department policies and procedures, exercising independent judgment in interpreting precedent, assessing program participants, and adapting procedures to fit specific situations.III. RESPONSIBILITY:Incumbent applies standardized practices to individual cases, referring unusual/unprecedented situations to supervisor as required. Incumbent receives indirect or occasional supervision, with work primarily reviewed for compliance with department policies and legal requirements.IV. PERSONAL WORK RELATIONSHIPS:The incumbent maintains frequent communication with co-workers, other County departments, program participants and their families, social service providers, and employers, for purposes of exchanging information, explaining policies and procedures, and providing supervision and counseling.The incumbent reports directly to the Team Leader (Programs).V. PHYSICAL EFFORT AND WORK ENVIRONMENT:Incumbent performs duties in an office environment, in a correctional facility, at job and activity sites, and driving a vehicle, involving sitting and walking at will, pushing/pulling/lifting/carrying objects weighing under 25 pounds, speaking clearly, keyboarding, hearing communication, depth and color perception, close and far vision, handling/grasping/fingering objects, and exposure to potentially violent/hostile program participants.The incumbent regularly works evening hours, occasionally works extended and/or weekend hours, and occasionally travels out of town for training, sometimes overnight.
