Responsibilities
  • Provides supervision and case management services to sexually violent predators civilly committed to a sex offender treatment program under the Health and Safety Code, Chapter 841.
  • Conducts monitoring and surveillance on clients through global positioning satellite tracking and/or electronic monitoring.
  • Coordinates services for clients that have been civilly committed and enforces all conditions and terms of the civil commitment.
  • Provides comprehensive coordination and dissemination of information concerning the functions of the program to public entities.
  • Coordinates with multiple agencies regarding the treatment and supervision of clients.
  • Researches and develops resources to meet the client needs.
  • Operates independently with extensive latitude for the use of initiative and independent judgment; may be housed in a facility.
  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
  • Conducts interviews with clients and ensures compliance with all court commitment orders.
  • Prepares affidavits and reports, investigates violations of the order of commitment and takes appropriate action for non‑compliance.
  • Coordinates and communicates with law enforcement taskforces during the execution of a warrant and apprehension of a sexually violent predator.
  • Monitors the adjudication of alleged violations through the judicial process and prepares legal documentation for judges, attorneys, and the court system.
  • Prepares judicial recommendations regarding civil commitment status and completes required documentation within specific time frames.
  • Installs and provides monitoring and surveillance on clients tracked by GPS systems, audits and investigates client’s locations compared to GPS tracking, and ensures GPS equipment inventory is accurate.
  • Coordinates interagency case management, conducts face‑to‑face field visits to client locations including home residences, and documents all contacts with clients or collateral contacts.
  • Assists clients with referrals to sex offender treatment and medical or mental health treatment, coordinates and/or provides transportation of sexually violent predators, and coordinates substance abuse testing and investigation results.
  • Assists in training contractors that provide services to civilly committed clients and conducts investigations on residence plans.
  • Acts as liaison for the civil commitment program and responds to emergency situations and alerts at all times.
  • Assists in interpreting state statutes, rules and regulations; assists in composing policy and procedure and rule revision regarding the civil commitment program.
  • Disseminates public information about the program, provides training as required, and promotes human resource development through ongoing training.
  • Assists in completing program analysis, special reports and briefing materials for presentation at board meetings; researches and composes information for the program’s Internet web page.
  • Performs additional duties as assigned at the request of the Director or the Board.
Knowledge, Skills and Abilities
  • Knowledge of probation, parole, case management supervision techniques and guidelines.
  • Knowledge of sex offenders, violent offenders and psychopaths and sexual violence, assault cycles and behavioral profiling.
  • Knowledge of sexual offender laws including registration and child safety zones; knowledge of sex offender treatment, GPS and electronic monitoring.
  • Knowledge and skills of providing case management services; skills in coordinating meetings and trainings.
  • Skill in coordinating case management services, gathering and analyzing facts, devising solutions to administrative problems.
  • Skill in dealing with sex offenders and violent offenders, mental professionals and courts.
  • Skill in conducting interviews with clients and witnesses; ability to organize and complete work in a timely fashion.
  • Ability to work productively and cooperatively with various professional disciplines, advisory committees, and board members.
  • Ability to communicate effectively verbally and in writing, and to use word processing skills.
  • Ability to prepare comprehensive and accurate reports; ability to interpret state statutes, rules and regulations.
  • Ability to testify in Civil, Administrative and District Courts; to conduct and or review complaints regarding violations.
  • Ability to work independently with extensive latitude for independent judgment.
  • Ability to meet strict guidelines and work on multiple projects with rapidly changing priorities.
Registrations, Licensure or Certifications
  • Must possess a valid Texas Driver’s License.
  • Must provide proof of liability insurance on the vehicle that will be used while on duty.
Initial Screening Criteria

Bachelor's Degree in Criminal Justice, Sociology, Psychology or a directly related field from an accredited college. Experience in field case management work.
