King County's Public Health department seeks a Legislative Affairs Officer to lead the legislative agenda, advance evidence-based health policy, and engage with local, state and federal officials.
You will coordinate policy priorities, manage cross‑agency projects, and translate data for policymakers and the public while reporting to the PC2 Chief.
The Legislative Affairs Officer serves a dynamic role within Public Health to foster relationships between a broad range of jurisdictions and organizations. This position works within the Policy, Community Partnerships & Communications (PC2) unit as a policy strategist, public affairs and legislative relations expert; participates in departmental and county health policy development; leads and serves on department projects and initiatives; and serves on a team which advises and utilizes expertise of the department’s senior managers and program experts. It is also responsible for coordinating recommended legislative policy priorities. The Legislative Affairs Officer will communicate Public Health’s policy priorities to legislative entities such as the King County Council, Seattle City Council, State Legislature, and federal law makers and other stake holders. This position reports to the PC2 Chief.

This full-time, career service position is open to all qualified applicants. It is FLSA exempt and therefore not eligible for overtime.
The most successful candidates will have a Masters degree in Public Health, Public Affairs/Policy, or related field; have a minimum of five years of progressively responsible management experience developing/prioritizing/promoting public health policy, and working with elected officials.
This position may be subject to up to ten (10) days of unpaid furlough leave in 2009.
The selected candidate will be required to pass a thorough background investigation.

Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Employees are required to adhere to OSHA/WISHA guidelines including but not limited to completing their mandatory trainings on time and obtaining required immunizations.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all Public Health positions.
Employees are required to protect the privacy and security of protected health information as defined in State and Federal Law.
Staff may be required to play an active role in the event of a public health emergency, which may include changes in responsibilities and working hours.

King County offers a highly-competitive compensation and benefits package to all eligible employees. Benefit eligible positions include -- Career Service, Career Service Exempt, provisional and term-limited temporary (TLT) employees working 20 hours/week or the equivalent of half-time or greater. These benefits become effective on the first calendar day of the month following the month in which the employee is hired; except if the employee's hire date is the first calendar day of the month, benefits begins on the day of hire.
Employees are covered under retirement plans provided through the Washington State Department of Retirement Systems and are covered by Social Security.

Leave accruals will be pro-rated for employees assigned less than a full‑time FTE.
Hire date through end of year 5: accrual at 12 days per year (available after first 6 months of employment)
Sick Leave is accumulated at the rate of one day per month. There is no restriction on the amount of sick leave that can be accumulated and carried over to subsequent years. At retirement an employee will be paid 35% of their unused, accumulated sick leave. Non-represented employees and employees in certain bargaining units will receive this benefit as a payment to a VEBA account, which pays for post-retirement health benefits on a pre‑tax basis.
