Job summary

ICF is seeking a Care Administrator to support ACF's mission in health and well-being through compliant, trauma-informed care. This fully‑staffed six‑month role involves coordinating clinical and programmatic functions, with on‑call/after‑hours availability, and the potential extension depending on project needs.

The role requires a Master's in a related field, 5+ years managing complex federal programs, and 7+ years leading teams in congregate care.

Qualifications

  • Master's degree in public administration, social services, health, education, nursing, or related field.
  • Minimum of 5 years' experience managing complex federal programs with multidisciplinary teams.
  • Demonstrated expertise in program oversight, quality assurance, and performance management.
  • Minimum of 7 years' experience managing teams in a congregate care environment.
  • Must be able to obtain and maintain a Public Trust Clearance.

Responsibilities

  • Serve as the single point of contact for the client with clear, coordinated communication across all areas.
  • Provide overall program management, including planning, coordination, and execution of assignments.
  • Coordinate deployment of SMEs and clinical staff to meet project needs.
  • Oversee QA/QC to meet contractual, regulatory, and PSA requirements.
  • Monitor program performance, identify risks, and implement corrective actions.
  • Maintain a big-picture view of activities ensuring alignment across functions.
  • Coordinate across multidisciplinary teams for integrated service delivery.
  • Develop and maintain program management tools, schedules, and reporting mechanisms.
  • Lead internal and external briefings, status updates, and performance reviews.
  • Ensure activities align with ORR policies and prevention-focused objectives.
  • Identify strategies to streamline workflow and improve quality.
