About Early Childhood Supports and Services (ECSS)

A coordinated state-wide program providing screening, evaluation, referral services, and treatment for children ages 0-5 and their families. This is a new contract supporting infant mental health services in Louisiana. The Care Manager reviews assessments and Plans of Care to ensure high standards of care. Preference for licensed LPC, LMFT with experience in early childhood mental health or child-serving systems.

Responsibilities
  • Authorize and review utilization of mental health and substance abuse services in inpatient/outpatient settings.
  • Collect and analyze utilization data.
  • Assist with discharge planning and care coordination.
  • Provide member assistance with mental health and substance abuse issues.
  • Participate in quality improvement projects.
  • Monitor inpatient/outpatient care for medical necessity and effectiveness.
  • Provide telephone triage, crisis intervention, and emergency authorizations.
  • Perform concurrent reviews as scope allows.
  • Develop and oversee discharge plans with providers.
  • Conduct clinical reviews and provide education and interventions.
  • Inform members and providers about benefits, resources, and policies.
  • Collaborate with Physician Advisors on clinical and authorization issues.
  • Engage in quality improvement activities, data collection, and analysis.
  • Maintain workload standards per performance metrics.
  • Work with community agencies and propose treatment plans.
  • Participate in network development and provider recruitment.
  • Advocate for patient treatment needs and interact professionally with providers.
Other Job Requirements

Licensure: Current license meeting state requirements (CEAP, LMSW, LCSW, LSW, LPC, RN, etc.).

Experience: Minimum 2 years in healthcare, behavioral health, psychiatric, or substance abuse settings.

Skills: Organization, communication, knowledge of utilization management, DSM V, inpatient/outpatient settings, and ability to analyze utilization problems.
