Job summary

Compass Pointe Consulting, LLC in Arlington, VA seeks a Proposal Manager to lead end-to-end government proposals, ensuring compliance and high-quality submissions. You will coordinate with Business Development to craft winning strategies and key messages.

Responsibilities include reviewing RFPs, building compliance matrices, guiding persuasive writing, managing timelines, and coordinating color-team reviews through final production and on-time submission.

Qualifications

• Knowledge of the Federal Procurement Process and the FAR.
• Experience leading or supporting proposals for Civilian and/or DoD agencies.
• Experience managing proposals across multiple contract types and vehicles (TOs, IDIQ, BPAs, OTA).
• Excellent writing, editing, verbal communication, and presentation skills.
• Proficiency in Word, Excel, PowerPoint, Outlook, and SharePoint, with collaboration tools.
• Strong organizational skills and attention to detail.
• Experience with proposal compliance audits and delivering federal solutions.
• Ability to organize large volumes of information.

What you will do:

• Experience managing proposals across multiple contract types and vehicles, including Task Orders (TOs), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, Blanket Purchase Agreements (BPAs), and Other Transaction Authority (OTA) agreements.
• Excellent writing, editing, verbal communication, and presentation skills.
• Proficiency in Word, Excel, PowerPoint, Outlook, and SharePoint, with the ability to work with web applications for collaboration and tracking.
• Strong organizational skills, attention to detail, and ability to work under minimal supervision.
• Experience with proposal compliance audits and delivering project solutions to federal clients.
• Ability to give clear, concise directions and organize large volumes of information.
• Ability to work collaboratively in a team environment and meet deadlines.

• Expertise with MS Office suite and PDF programs.

• APMP certification (Foundation, Practitioner, or Professional) or formal Shipley proposal training.
• Familiarity with GWACs, the GSA Multiple Award Schedule (MAS), and agency-specific IDIQ vehicles, along with past performance and pricing volume coordination.
