Job summary

Solx is seeking a Project Controls Manager to lead a new capital-buildout in Aguadilla, Puerto Rico. You will set up cost and schedule systems, establish baselines, and ensure data integrity across field reports, contractor invoices, and forecasts.

You will drive contingency decisions, execute earned value, and deliver executive reporting while partnering with Finance on capitalization and incentives. This onsite role requires strong leadership and bilingual communication.

Qualifications

• Bachelor's degree in a related field is required.
• 10+ years in project controls on large capital programs.
• Deep expertise in EV management, progress measurement, and EAC forecasting.
• Advanced Excel and ERP proficiency.

Responsibilities

• Establish and run the program's project-controls system: WBS, cost codes, baselines and change control.
• Develop and maintain the integrated master schedule with critical-path analysis.
• Own cost management end to end: commitments, expenditures, accruals, and EAC forecasting.
• Run earned value and verify progress against completion before payment.
• Administer change control from trend identification to baseline revision.
• Build and maintain the risk register and perform quantitative risk analysis.
• Produce executive-, lender-, and board-level reporting and narrative.
• Support estimating and commercial evaluation for contractors and OEMs.
• Partner with Finance on capitalization and documentation supporting incentives.
• Establish document control and data standards for a single source of truth.
• Build, train, and lead the project-controls team.
