Job summary

Cumming Group is seeking a Capital Procurement Manager for pharmaceutical construction to drive owner-side procurement across equipment, utilities, and services on client-site projects in Alabama and Virginia. You will develop procurement strategies, manage RFPs, vendor qualifications, and ensure GMP and CQV deliverables are met.

Ideal candidates have 10+ years of capital-project procurement experience within pharma/biotech or chemical manufacturing, strong ERP system knowledge

Qualifications

  • Bachelor's degree or higher in a related field.
  • 10+ years working in capital-project procurement or contracts.
  • 5+ years supporting pharmaceutical/biotech/chemical manufacturing projects.
  • Experience procuring long-lead process and utility equipment for greenfield cGMP facilities.
  • SAP, Ariba, Oracle or comparable systems experience preferred.
  • CPSM, CPM or PMP preferred.

Responsibilities

  • Manage owner-side procurement for equipment, construction, subcontract, and professional-service packages.
  • Develop and maintain the procurement plan, contracting strategy, package register, and procurement schedule.
  • Review EPC and contractor procurement plans against schedule, technical, GMP, and contract requirements.
  • Manage bidder prequalification, RFPs, bid clarification, technical evaluation, commercial evaluation, and award recommendations.
  • Manage vendor and subcontractor qualification.
  • Oversee procurement of process equipment, utility systems, automation, electrical equipment, HVAC, laboratory equipment, and material-handling systems.
  • Coordinate procurement requirements with Engineering, Technical, CQV, Quality, Construction, Automation, and Project Controls.
  • Track purchase orders, subcontracts, vendor drawings, fabrication, testing, release, shipment, delivery, and installation.
  • Maintain the long-lead equipment register.
  • Manage expediting, vendor surveillance, inspection, FATs, logistics, preservation, and delivery coordination.
  • Confirm vendor documentation supports commissioning, qualification, validation, maintenance, and regulatory requirements.
  • Review commercial terms, payment milestones, change orders, claims, warranties, spares, and closeout requirements.
  • Monitor supplier performance and recovery actions.
  • Manage commitments, procurement forecasts, schedule risks, and procurement reporting.

Essential Duties & Responsibilities:

  • Manage owner-side procurement for equipment, construction, subcontract, and professional-service packages.

  • Vendor qualification, subcontractor prequalification, bid evaluation, negotiation, and contract award.
  • Long-lead equipment and procurement scheduling.
  • GMP documentation, turnover packages, FAT requirements, and CQV deliverables.
  • Fabrication, inspection, logistics, preservation, installation, and warranty requirements.
  • EPC, EPCM, construction-management, and multi-prime delivery models.
  • Purchase orders, subcontracts, change orders, claims, and supplier-performance management.
  • ERP and procurement systems.

Preferred Education and Experience:

  • Bachelor's degree in Supply Chain Management, Engineering, Construction Management, Business, or a related discipline.
  • 10+ years of capital-project procurement or contracts experience.
  • 5+ years supporting pharmaceutical, biotechnology, or chemical manufacturing projects.
  • Experience procuring long-lead process and utility equipment for greenfield cGMP facilities.
  • SAP, Ariba, Oracle, or comparable system experience preferred.

The salary range for this full-time role is $115,700.00-$161,966.69 per year. Ranges are determined based on the position, geography, client and industry experience and level, and represent a good faith effort to provide a fair and equitable salary. This range reflects base salary only, and not the total compensation package. Cumming Group reserves the right to pay more or less than the posted range, depending on a candidate's experience, skills, and qualifications, including client requirements.
