The City of Seattle’s Office of Housing seeks a Capital Investments Strategic Advisor to provide senior-level strategic, financial, and programmatic expertise to support affordable housing investments. Seattle’s Office of Housing (OH) works to build strong, healthy communities and increase opportunities for all people to live in a community of their choice, in a home they can afford. OH invests in the production and preservation of affordable homes for people with low incomes, including individuals and families who are exiting homelessness. The Office also assists low-income homeowners with home repair loans and weatherization grants so they can safely remain in their homes and neighborhoods.
We are looking for a Capital Investments Strategic Advisor who provides senior-level strategic, financial, and programmatic expertise to support the Office of Housing's affordable housing investments. The position supports investment strategy and pipeline planning, leads complex financial and development initiatives, and identifies opportunities to improve Capital Investments programs, policies, and processes.
The top 3 priorities of this work are:
1. Investment Planning, Pipeline Analysis, and Forecasting: Developing and maintaining a forward-looking view of the affordable housing pipeline, anticipated funding needs, available resources, and market conditions. Conduct financial and investment forecasting to identify potential funding gaps, risks, and opportunities and support leadership planning and decision-making.
2. Improving Capital Investments Programs and Operations: Leading priority improvements to CIT policies, processes, tools, and practices to improve consistency, efficiency, equity, and project delivery.
3. Advancing Complex and Emerging Priorities: Taking ownership of high-priority initiatives and complex issues that require cross-team coordination, financial expertise, strategic analysis, and problem-solving.

You will be most successful if you have demonstrated experience in affordable housing finance involving public and private sources, community redevelopment, real estate finance, or other related areas. A commitment to listening, creating space for diverse perspectives, and the pursuit of affordable housing for all must be at the center of your professional practice. This Civil-Service position is FLSA-exempt (not eligible for overtime). It is classified as a Strategic Advisor 1, General Government and is non-represented.
Pay Rate: The full salary range for this salaried position is $51.88 - $77.82 per hour. Following a pay equity and budget analysis, the identified salary range for this role is $68.00 - $70.34/hour ($114,984.00 - $146,869.92 annually, based on 2088 hours per year).
Working Schedule: This position offers the flexibility of a hybrid work schedule. Employees of the Office of Housing are expected to be in-office 3 days per week. Individual schedules will be based on agreement between the employee and their supervisor.
Hiring Timeline: First-round interviews for this position are tentatively scheduled for October 26-30, 2026. Second interviews are scheduled for November 2-6, 2026.
