Job summary

California Water Service Group is seeking a Capital Budget Manager to oversee the annual capital budgeting process for all districts and subsidiaries, including three-year planning for GRC filings. The role leads budgeting standards, trains staff, and coordinates across districts and departments to optimize capital spend and forecasting.

The position reports to the Director of Capital Planning and Budgeting and requires deep experience in budgeting software (PowerPlan) and cost estimating for

Qualifications

• Bachelor's degree in Accounting, Finance, Economics, Business Administration, Engineering or related field.
• Five years of progressively responsible experience in capital budgeting, forecasting, financial analysis, reporting, capital portfolio management, or related fields.

Responsibilities

• Oversee the annual capital budget process for Cal Water districts and subsidiaries.
• Lead the development and maintenance of capital budgets and three-year budgets for GRC filings.
• Serve as the primary capital budget administrator for PowerPlan, reviewing and approving capital funding projects and non-specific work orders.
• Collaborate with districts and departments to review, prepare, update and maintain capital budgets.
• Respond to data requests from CPUC and support the Rates department with budget information for GRC submittals.
