Job summary

Amentum is seeking a Program Manager to lead the UC-12 CLS program in support of the U.S. Navy and Marine Corps globally.

You will oversee all contract, regulatory, and technical requirements to ensure aircraft readiness, schedule adherence, and compliant operations across multiple bases. You will interface with PCO, COR, IPT, and TPOCs, manage FAA/NAVAIR standards, and drive continuous improvement in maintenance, logistics, and reporting.

Qualifications

  • Oversee DoD aviation maintenance or CLS programs with strong leadership.
  • Deep knowledge of FAA Part 23/43/145 requirements and naval/ Marine Corps maintenance.
  • Experience managing large technical teams, subcontractors, OEMs, and international staff.
  • Ability to obtain DoD Secret Security Clearance and travel as needed.

Responsibilities

  • Lead Overall Program Execution: ensure contract, maintenance, logistics, and operational requirements are met on schedule.
  • Serve as Primary Government Interface with PCO, COR, IPT, and site TPOCs; provide regular updates.
  • Manage personnel, staffing, FAA, Navy, and PWS compliance; oversee site leads and A&P mechanics.
  • Monitor mission capable rates, maintenance turnaround, and logistics responsiveness to contract standards.
  • Maintain Quality Assurance and FAA/NAVAIR airworthiness compliance; document maintenance.
  • Oversee parts, equipment, inventory, freight, hazardous materials, GFP accountability.
  • Coordinate depot-level and engineering activities; support repairs and overhauls.
  • Deliver CDRLs, ensure WIS accuracy, and report status and funds configuration.

Education

Bachelor’s degree in Aviation, Engineering, Logistics, Program Management, or related field

The Program Manager (PM) serves as the senior leader responsible for overall execution, compliance, and performance of the UC‑12 CLS program supporting the U.S. Navy and Marine Corps’ global fleet of UC‑12F/M/W aircraft. The PM oversees all contractual, management, technical, operational, logistics, and reporting requirements defined in the Performance Work Statement (PWS), ensuring aircraft mission readiness, schedule adherence, and full regulatory compliance across multiple domestic and OCONUS Main Operating Bases (MOBs).

The PM is the primary interface with the Procuring Contracting Officer (PCO), Contracting Officer’s Representative (COR), Utility Lift IPT, and government site Technical Points of Contact (TPOCs), ensuring transparent communication, timely reporting, and continuous performance improvement.

As the PM, you will manage the effort for operating and maintaining the fleet of aircraft, aircraft subsystems, and support equipment. The Program Manager will develop and maintain systems to oversee all aircraft maintenance and personnel, materials and inspections, launch and recovery of the aircraft, supply of all Contractor owned spares and support equipment through a Contractor Owned and Maintained Parts (COMP); repair and overhaul of all repairable spares at Federal Aviation Administration (FAA) certified repair stations; maintenance and repair of all support equipment; aircraft paint; engine repair and overhaul.

Key Responsibilities
  • Lead Overall Program Execution: Ensure all contract, maintenance, logistics, and operational requirements for the UC‑12 fleet are carried out correctly and on schedule.
  • Serve as Primary Government Interface: Act as the main point of contact for the PCO, COR, IPT, and site TPOCs. Participate in required meetings and provide updates regularly.
  • Manage Personnel & Key Staff: Ensure all required positions are staffed, certified, and compliant with FAA, Navy, and PWS requirements. Oversee site leads and A&P-certified mechanics.
  • Oversee Performance Metrics: Monitor and ensure aircraft Mission Capable rates, maintenance turnaround times, and logistics responsiveness meet contract performance standards.
  • Direct Quality & Airworthiness Compliance: Maintain a compliant Quality Assurance Program, ensure proper maintenance documentation, and enforce FAA/NAVAIR standards for airworthiness.
  • Manage Logistics & Property: Oversee aircraft parts, support equipment, inventory accuracy, freight forwarding, hazardous material handling, and GFP accountability.
  • Coordinate Depot-Level & Engineering Activities: Support depot repairs, ACIs, engine/propeller overhauls, technical directives, and engineering investigations or modifications.
  • Ensure Accurate Reporting & Data Management: Deliver all required CDRLs, maintain WIS accuracy, and submit mission capability, aircraft status, safety, funds status, and configuration reports.
  • Lead Transition-In & Transition-Out: Manage personnel onboarding, inventories, audits, and turnover activities during contract start-up and close-out.
  • Manage Risk & Program Improvements: Identify risks early, implement mitigation plans, and drive continuous improvement across maintenance, logistics, and operational processes.
Qualifications
  • Minimum 10 years of experience managing DoD aviation maintenance or CLS programs.
  • 10 or more years managing multiple-site aircraft maintenance programs.
  • Demonstrated experience with FAA Part 23/43/145 requirements and commercial derivative aircraft.
  • Strong understanding of Navy/USMC aircraft maintenance programs (NAMP 4790.2E). Demonstrated ability to manage large technical teams, subcontractors, OEM stakeholders, and international personnel.
  • Experience with risk management, quality systems, CDRLs, and government technical reporting.
  • 5 or more years of direct management of aircraft maintenance operations.
  • Navy or Marine Corps Military Service.
  • Ability to obtain and maintain a United States DoD Secret Security Clearance. NOTE: US Citizenship is required to obtain and maintain a United States DoD Secret Security Clearance.
  • Ability to travel CONUS and OCONUS worldwide as required.
Preferred Qualifications
  • Experience on UC‑12, King Air 200/300/350 aircraft or PT6A-series engines.
  • Familiarity with NAVAIR, PMA‑207, and Utility Lift IPT practices.
  • Experience in configuration management (SAE/EIA‑649), cybersecurity (DFARS 252.204‑7012), and CUI/NIST 800‑171 compliance.
  • Bachelor’s degree in Aviation, Engineering, Logistics, Program Management, or related field; Master’s preferred.
Compensation Range

$165K - $195K
