Job summary

Fort Worth ISD is seeking a Buyer - Procurement to perform public procurement functions, including solicitation, evaluation, recommendation, and contract administration. You will review purchases for compliance with federal, state, and local laws and district policies while supporting staff with timely procurements.

The role reports to the Director - Procurement, with a salary range of $63,579–$76,600 and 239 duty days. Location is District Service Center, with a Closing Date of 08/31/2026.

Qualifications

  • Education: Bachelor's degree required as stated.
  • Certification: Public procurement TASBO preferred.
  • Experience: 2 years procurement and/or accounting experience, preferably in education.

Responsibilities

  • Review and approve purchases, ensuring compliance with district policies and applicable laws.
  • Develop compliant specifications and solicitation documents for goods and services.
  • Coordinate procurement timelines, conferences, and evaluation committee activities.
  • Explain procurement process and provide technical assistance to staff.
  • Serve as district resource on procurement policies and vendor inquiries.
  • Analyze solicitation responses and make awarding recommendations.
  • Work with vendors on solicitations, deliverables, invoices, and contracts.
  • Prepare and assist with Board documentation for approvals.

Position Purpose

Performs public procurement functions, including solicitation, evaluation, recommendation, and contract administration. Reviews and processes purchase of goods and services according to applicable federal, state, and local laws, ordinances, rules and regulations.

ESSENTIAL JOB FUNCTIONS


  • Responsible for review and approval of purchases, assuring compliance with District policies, local, state, and federal procurement laws.

  • Review and develop compliant specifications and solicitation documents for the purchase of goods and services.

  • Coordinate and supervise procurement timelines, solicitation conferences, and evaluation committee activities.

  • Clarify procurement requirements with staff and explains the procurement process, purchase orders and other solicitations; provides technical assistance to ensure purchases are made in a timely manner.

  • Serves as a District resource regarding procurement policies/procedures and related vendor inquiries, to include training and system assistance.

  • Analyzes solicitation responses and makes recommendations regarding awarding of contracts.

  • Works effectively with vendors representatives in regard to solicitations, deliverables, invoices, purchase orders, and contracts.

  • Assist with preparation and compliance of recommendation documents for Board approval.

  • Assist with writing policies and procedures as it relates to procurement.

  • Keep up with requirements and regulations of District procurement.

  • Prepare correspondence, forms, reports, purchase orders, and payment authorizations using financial software.



Safety


  • Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.

  • Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.

  • Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor. Supervisory Responsibilities None.

Travel Requirements


  • Travels to school district buildings and professional meetings as required.



Physical & Mental Demands, Work Hazards


  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.

  • Posture: Prolonged sitting; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.

  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.

  • Lifting: Occasional light lifting and carrying (less than 15 pounds).

  • Environment: Works in an office setting; may require occasional irregular and/or prolonged hours.

  • Attendance: Regular and punctual attendance at the worksite is required for this position.

Minimum Required Qualifications


  • Education: Bachelor's degree from accredited college or university in Business, Finance, School or Public Administration required.

  • Certification: Public procurement and/or TASBO certification preferred.

  • Experience: 2 years' of procurement and/or accounting experience, preferably in Texas public education.
