The Office of the University Registrar seeks a business systems analyst that is detail‑oriented, independent‑minded who enjoys working on student system projects from requirements gathering to go live and working with project stakeholders. We are a team of dedicated and hard‑working people, united around shared goals of service, accuracy, integrity, teamwork, and growth.

The Business System Analyst will serve as a key member of the Office of the University Registrar team. Operates with a high degree of independence to manage complex system projects and initiatives. Serves as the lead business systems analyst for multiple functional modules, balancing competing priorities across varied stakeholders to ensure project alignment with broader institutional goals. Responsible for complete project life cycle, working independently and with emphasis on all customer facing activities including implementing a strategic plan, including metrics and goals, in order to maximize the university’s investment in the Student Information System (SIS). Has a demonstrated ability and commitment to collaboration in order to develop partnerships with a variety of customers across and within schools, departments, and functional areas as well as external vendors. Translates complex business and operational requirements into designs and technical specifications. Is responsible for systems analyses and development activities for large scale systems applications and processes that are complex and of significant operational impact to enhance the utilization of the Student Information System and the efficiency and effectiveness of student information services in all parts of the university, including but not limited to; Student Financials Services, Financial Aid, Registrar, and Admissions functions in all schools and colleges of the university.

Work significantly affects multiple departments within a division or school. Job has an immediate‑term impact. Follows departmental procedures to complete work but may recommend changes to departmental processes.

Essential Functions
  • Write system requirements and/or specification documents. Ensure business systems solutions are functional and meet requirements. Translate between customers and UTech staff or vendors to ensure all parties understand, in their terms, systems needs, requirements and technology parameters and constraints to ensure resulting design and functionality is consistent with all requirements and specifications. Work with the PeopleSoft Security administrator and recommends applications security protocols and privileges; Develop and implement testing scenarios. Analyze systems interface requirements, coordinate the exchange of data within and outside the university. Assure accuracy and integrity for the integration and migration of data between and among systems. (25%)
  • Determine training and support needs of customers, create a change management action plan; coordinate and provide customer support for assigned applications; manage development and maintenance of customer manuals, initiate and maintain documentation of Case Western Reserve University policies, processes and practices. Create and keep current operational procedures related to systems. Diagnose problems found with software and recommends solutions. Lead and direct complex software customization projects and system implementations from inception to completion. Provide expert‑level analysis and guidance on project scope, resource allocation, and timeline management to ensure timely and successful delivery. Troubleshoot, diagnose and resolve complex systems analysis problems; evaluate alternatives and make sound independent decisions within established guidelines. Conduct advanced trend analysis on system issues and user feedback to inform strategic recommendations for system enhancements and process improvements. Present findings to departmental leadership to influence system roadmap and resource prioritization. (20%)
  • Coordinate and integrate assigned work with other team members; evaluate work products and interfaces developed by outside contractors for conformance with university requirements. Convey goals and objectives clearly and in a compelling manner; listen effectively and clarify information as needed; Build relationships and foster ownership of plans and tasks. Decision making guided by precedents and objectives. Exercise independent decision‑making and provide expert recommendations on complex issues that impact multiple departments, systems, and cross‑functional teams. These decisions directly influence system functionality and business processes within the university. Evaluate vendor product packages and their fit with customer requirements and university needs; research and recommend software characteristics and requirements; write system requirements and/or specification documents. Maintain highly confidential information. (20%)
  • Analyze system data, processes and system interactions to identify and evaluate: impacts of maintenance and enhancement changes to on‑going production; methods for accessing, using and/or migrating data; alternatives for establishing interfaces with applications using newer hardware, software and communication technologies; and conversion of legacy systems to new technologies; develop specifications for system enhancements and maintenance projects. (15%)
  • Define application data requirements; identify data sources; diagrams data flow and data relationships; in consultation with customers, functional leads and UTech data management and database administration staff, lead, facilitate and/or participate in the logical design of applications databases; develop database specifications; define file/table structures; analyze systems interface requirements, coordinate the integration and migration of data between databases; use query tools to develop and generate reports. Guide the PeopleSoft Security Administrator in the creation and maintenance of user roles. Frequently audit security roles for appropriateness based on user responsibility. (10%)
  • Develop and implement comprehensive quality assurance and testing strategies for new system deployments and enhancements. Direct the execution of testing scenarios and lead post‑implementation reviews to ensure system integrity and performance. Serve as the final point of escalation for complex testing issues. (9%)

External: Moderate contact with outside vendors to gather information and implement solutions.

Students: Regular contact with students to provide information and resolve complaints as well as gather thoughts on additional functionality for SIS.

SUPERVISORY RESPONSIBILITY

Serve as a formal project leader, providing guidance, mentorship, and direct supervision to project team members, including consultants and student workers. Provide coaching on best practices in business analysis and project management.

Qualifications

Experience: 3 to 5 years of progressive experience in systems analysis, with demonstrated expertise in managing complex, multi‑departmental projects required. Experience in Higher Education preferred.

Education/Licensing: Bachelor's degree in Business Administration, Computer Science, or a related field required. Master's degree preferred. IIBA Business Analysis Professional Certification preferred.

WORKING CONDITIONS

General office environment. Intense pressure for deadlines and high volume of general activity. The employee will need to lift up to 15 pounds and be able to bend/stoop, climb stairs, crouch, kneel, push/pull and reach. The employee will perform repetitive motion using a computer mouse and keyboard to type. This position is eligible for the staff hybrid work program.

This position is eligible for hybrid work arrangement up to two remote days per week at the discretion of the department. New employees may begin a hybrid schedule upon approval from the supervisor, successful completion of an orientation period and signing the remote work checklist certification form.
