Business Process Specialist - Army G-2 Program Analyst

Responsibilities
- Conduct data analytics and data mining involving requirements, complex budget and manpower resource data contained in the Intelligence Planning, Programming, Budgeting and Evaluation (IPPBE) and Planning, Programming, Budgeting and Execution (PPBE) systems. Oversee, track, and analyze data from various database position changes for historical trends and variances to recommend corrective or supportive actions as necessary.
- Manage the Army’s Program Objective Memorandum (POM) MIP submission from the classified CPROBE into the OSD Select & Native Programming (SNaP) Data Input System to build the Army’s MIP Congressional Justification Book (CJB). Ensure financial and manpower data are accurate in budget exhibits within the Army’s CJB and the Battlespace Awareness Portfolio briefing.
- Represent the Army Intelligence Security Enterprise in multiple fora with ARSTAF, Program Managers in the Intelligence Community and with OSD.
- Maintain integration of all managed intelligence and security resources into Army and OSD systems and databases. Coordinate and synthesize financial and management data to interpret composite financial results of operations and present accurate data products.
- Research resourcing errors and propose corrective action, ensuring resource changes are reflected timely and in compliance with guidance and standards.
- Develop reporting and metric methodologies for tracking and monitoring financial resourcing. Ensure performance systems are measurable, designed to improve overall organization effectiveness and efficiency.
- Create short, mid and long‑range, multi‑year intelligence data requests supporting senior leader decision cycles and develop methodologies to inform resource allocations across disparate databases.
- Establish and maintain effective working relationships with individuals at various levels within intelligence organizations, Defense Agencies, DoD, and ARSTAF. Demonstrate communication and interpersonal skills to navigate organizational or functional opposition and competing resource priorities.
- Work under administrative direction of the Chief, Programs Division; plan and carry out assignments associated with data analytics and mining, analyze raw data to optimize senior leaders’ understanding of resources.
- Build and maintain relationships with senior level decision‑makers (typically 0‑5/GG‑14 and 0‑6/GG‑15 levels) across Army HQ, MACOMs, field units, Intelligence Community, OSD, other Services and Defense Agencies.
Qualifications
- Knowledge in all areas of planning, programming, budgeting, and budget execution under IPPBE system and/or Army PPBE process.
- Experience providing enterprise data analytics solutions for design, analysis and delivery of capabilities for dashboard visualizations, interfaces, web services and other data exchanges.
- Knowledge of data analysis methods and techniques to present data to senior leaders within PPBE decision cycle.
- Knowledge of HQDA ODCS G-2 goals, objectives and programs, missions, and functions for comprehensive studies, analyses, and reports.
- Skilled in establishing and maintaining effective working relationships with key management officials and making oral and written presentations in a clear and concise manner.
- In-depth knowledge of Army financial and programmatic data analytics methodologies; analyze, identify, and present complex programs involving multiple data sets and classification levels.
- Broad understanding of organization and processes for strategic policy formulation within the Army and DoD framework.
- Skilled in analyzing conflicting data and summarizing recommendations with reasoning.
- Capable of independent judgment, historical knowledge and innovation to determine effective data collection and presentation methods.
- Experience with programming and budget analysis.
- Minimum of 12 years serving as a Program Analyst within HQDA or other closely related DoW agency, within two years of assuming this position.
