Role & Responsibilities
General duties include:
  • Work with users to assess business operations, document business needs, and identify areas for improvement.
  • Identify system simplification and automation opportunities leading to optimization of internal processes and efficiencies.
  • Help formulate and define project scopes and objectives based on institutional requirements and user needs.
  • Help document business requirements and identify opportunities to design or redesign systems to meet operational needs.
  • Participate substantively in testing the functionality of systems being developed to determine whether requirements are being met.
  • Provide business insights and clarifications of requirements to support the delivery of effective technical solutions.
  • Provide direct support to IC SID users on new technical solutions by providing training and answering questions as needed.
  • Prepare user guides on new systems and applications.
  • Proactively identify opportunities for integration across systems and functions.
  • Help maintain IC SID case data in new applications, ensuring that information is entered accurately and kept up to date.
  • Serve as a member of the IC SID intake team, supporting the intake and processing of all requests, including requests for arbitration, conciliation, mediation, post-award remedies, appointing authority matters, and arbitrator challenges.
Data Review And Clean-up

Specific duties include, but may not be limited to:

  • Work with data owners and ITS teams to identify and collect datasets from various sources.
  • Perform clean-up and data reconciliation based on the logic provided by the respective data owners. This would be an iterative task, with each successive iteration creating datasets of relatively higher quality.
  • Document reconciliation issues and contact the responsible data owner to define the clean-up strategy.Help data owners maintain "delta" sets after the clean-up phase and through deployment to production.
Creation Of Test Plans
  • Work with data owners and system users to understand business functionalities required from new applications and reports.
  • Document lists of test cases required for validating the functionality of the applications and reports.
  • Seek approval of test plans from the respective application owners.
User Acceptance Testing (UAT)
  • Perform iterative UAT against the approved list of test cases. Work with ITS to resolve functional issues identified.
  • Work with data owners and ITS to find and resolve data gaps and issues.
  • Document and summarize test results for review and sign-off by various stakeholders.
Selection Criteria
  • Master’s degree in information technology with 2 years of relevant experience or bachelor’s degree in information technology with a minimum of 5 years of relevant experience.
  • Knowledge of and experience with legal (preferably arbitration) processes and systems.
  • Demonstrated experience in requirements collection; strong analytical skills to critically evaluate information collected.
  • High proficiency in business/technical gathering and documentation for small, medium, and large-scale information systems.
  • Solid experience writing, managing, and executing system testing.
  • Excellent project management skills and experience.
