BUSINESS MANAGER

Thorndale Independent School District


Thorndale ISD is seeking a highly organized, detail-oriented, and experienced professional to serve as Business Manager. The Business Manager will oversee the district's financial operations and ensure that business and financial practices are conducted efficiently, accurately, and in accordance with applicable laws, regulations, Board policies, and district procedures.


Position Summary

The Business Manager is responsible for the overall administration and management of the district's business and financial operations. This position works closely with the Superintendent, Board of Trustees, campus and department administrators, employees, vendors, and community members to ensure sound financial management and effective use of district resources.


Essential Duties & Responsibilities


  • Direct and oversee the district's day-to-day business and financial operations.

  • Prepare, monitor, and maintain the annual district budget.

  • Monitor revenues, expenditures, purchase orders, accounts payable, and accounts receivable.

  • Prepare financial reports for the Superintendent and Board of Trustees.

  • Assist with the preparation of Board meeting agendas and financial information.

  • Ensure compliance with Texas Education Agency requirements, state and federal regulations, Board policies, and district procedures.

  • Oversee payroll and related financial processes.

  • Supervise and coordinate purchasing, accounts payable, accounts receivable, and other business office functions.

  • Monitor cash flow, investments, bank accounts, and district funds.

  • Coordinate the district's annual financial audit and work with external auditors.

  • Maintain accurate financial records and documentation.

  • Oversee the district's accounting systems and financial reporting processes.

  • Review invoices, purchase orders, contracts, and expenditures for accuracy and compliance.

  • Assist with grant financial management and reporting.

  • Coordinate financial information related to bids, contracts, vendors, and purchasing.

  • Provide financial guidance and support to administrators and department heads.

  • Maintain confidentiality of sensitive financial and personnel information.

  • Stay current on changes to school finance laws, regulations, accounting standards, and TEA requirements.

  • Develop and maintain effective working relationships with district staff, vendors, auditors, and community members.

  • Perform other duties as assigned by the Superintendent.


Qualifications


  • Bachelor's degree in accounting, finance, business administration, public administration, or a related field preferred.

  • Experience in school district finance, governmental accounting, or public-sector finance preferred.

  • Knowledge of Texas school finance and TEA reporting requirements preferred.

  • Experience with budgeting, accounting, payroll, purchasing, and financial reporting.

  • Strong organizational, analytical, and problem-solving skills.

  • Excellent written and verbal communication skills.

  • Ability to maintain accurate records and meet deadlines.

  • Ability to handle confidential information with discretion and professionalism.

  • Strong computer skills and proficiency with accounting and financial management software.

  • Ability to work independently while effectively collaborating with district leadership and staff.


Preferred Experience


  • Previous experience working in a Texas public school district.

  • Knowledge of the Texas Education Agency's financial reporting requirements.

  • Experience with the FIRST (Financial Integrity Rating System of Texas) process.

  • Experience coordinating an annual independent financial audit.

  • Experience preparing and monitoring a school district budget.

  • Experience supervising business office personnel.


Working Conditions


  • Work is primarily performed in an office environment.

  • Regular interaction with district administrators, employees, Board members, vendors, auditors, and community members.

  • Must be able to manage multiple priorities and meet established deadlines.

  • Occasional evening work may be required for Board meetings or other district events.
