Job summary

Huntington Ingalls Industries Mission Technologies division seeks a senior BD professional to lead capture efforts against DoD opportunities, focusing on the U.S. Air Force and leveraging established senior-level relationships.

The role reports to the Vice President of Business Development, coordinating with proposal teams and marketing efforts to win large contracts and IDIQs, with ~25% travel and presence in Northern VA.

Qualifications

  • 8 years relevant experience with Bachelor's degree, or 6 years with a Master's.
  • Experience supporting U.S. Air Force customers with established access to senior leadership.
  • Ability to develop strategic account plans for DoD customers and manage capture activities.

Responsibilities

  • Perform full lifecycle business development responsibilities from exploratory through qualification.
  • Monitor the opportunity pipeline and set BD priorities.
  • Lead pursuits for awards, proposals, and pipeline growth.

Job Description

The position will report to the Vice President of Business Development and with the authority to lead, manage and integrate all necessary activities to identify and win DoD growth opportunities.

The primary customer focus for this position will be the U.S. Air Force. The successful candidate must have established relationships and demonstrated access to senior Air Force leadership, acquisition officials, program offices, and technical stakeholders. The individual will leverage these relationships to identify customer requirements, shape acquisition strategies, influence opportunities, and position HII solutions for growth.

The candidate will engage with senior customer leadership and acquisition teams, provide guidance to HII proposal teams for producing a discriminating offer design/proposal in response to large, single award contract bids or IDIQ Task Orders specifically for specialized mission solutions including the Warfare Systems Integrated Systems products and services. Must be experienced in listening and briefing customers on the companies’ capabilities and be able to connect operational needs to capabilities within HII to help resolve customer requirements. The position requires confident, knowledgeable and hands on leadership that works collaboratively with all stakeholders. The individual will perform market and economic analysis, conduct business intelligence, design, and execute formal capture plans, support marketing efforts and monitor market and competitor activity.

  • Ability to perform multi-functional roles/responsibilities as a BD (SME) with full lifecycle of an opportunity from exploratory through qualification.
  • Monitors the Operation’s pipeline, establishes BD priorities and allocates resources.
  • Provides leadership, management, and oversight for pursuits/capture activities towards a goal of meeting / exceeding the business development goals for awards, proposal submission, and pipeline growth.
  • Works with the group Vice Presidents of Business Development and Programs to refine the overall strategic plan and then develop a pipeline of opportunities that provide an opportunity to increase market share and revenue.
  • Continuously monitors the market and competitors to develop and position our strengths/ competencies.
  • Coordinates meetings with customers, competitors, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices.
  • Participates in business planning activities, to include pipeline reviews, operating plan development, proposal development, solutioning sessions, opportunity collaboration sessions and gate reviews, black hat sessions, win theme and discriminator workshops, proposal writing and reviews.
Minimum Qualifications
  • 8 years relevant experience with Bachelors in related field or 6 years relevant experience with Masters in related field experience.
  • Demonstrated experience supporting U.S. Air Force customers, with established access and relationships across senior leadership, acquisition, program management, and technical organizations.
  • Proven ability to develop and maintain strategic account plans for Air Force customers, including an understanding of customer priorities, budgets, mission gaps, acquisition strategies, and contracting timelines.
  • Demonstrated ability to leverage existing Air Force customer relationships to identify, shape, and capture new business opportunities.
  • Ability to represent HII with senior Air Force leadership and translate customer mission requirements into actionable business development, solutioning, and capture strategies.
  • Develop and maintain a strategic account plan for the DoD customer community, encapsulating the growth strategy and approach for new business acquisition tied to the company's long range strategic plan.
  • Experience with successful execution of all phases of a large, multi-year capture efforts, including strategic planning, shaping, competitive analysis, teaming, proposal development, and transition to execution.
  • Maintain the opportunity record in the corporate CRM tool Salesforce and record all capture activities to promote transparency and business continuity.
  • Possesses broad market awareness, to include budgets, customer priorities, mission gaps and market dynamics.
  • Proven success identifying and growing new business and developing both short-term and long-term strategic plans for growth.
  • Extensive knowledge, experience, and success in the entire capture process are required and solid experience in all contract types (e.g., FFP, T&M, cost plus), as well as non-traditional contracts (e.g., OTA, CSO) and IDIQ single or multiple award contracts (e.g., GSA AAS, IAC MAC).
  • Must be willing to be hands on developing winning proposals for key pursuits, including research, analysis, and writing.
  • Experience with leveraging the use of internal and external experts.
  • Ability to:
    • Provide existing relationships with large and small businesses in the DoD market, including teaming contacts for large integration opportunities.
    • Provide technical expertise on DoD capability development to fulfill client requirements and advance HII’s solutions and brand.
    • Communicate multi-step and interdependent activities effectively to capture teams to ensure efficient execution of capture effort.
    • Use automated tools such as Microsoft Office to present ideas, information, and reports and a customer relationship management to track opportunities and manage pipeline.
  • Travel as required (25%)
  • Current or ability to obtain TS clearance is desired.

  • DoD Acquisition program experience; Program Manager, Deputy Program Manager, Principle Assistant Program Manager, Business Director, Acquisition Manager, Technical Director.
