Job description

Business Development and Capture Specialist

Bethesda, MD

Company Overview

We are looking for a Business Development and Capture Specialist to help grow our federal government contracting business. This is a hands-on role for someone who understands the federal market and enjoys the entire process of identifying, developing, and pursuing new business opportunities. We are looking for someone who can work across business development, opportunity qualification, capture, relationship building, and proposal development.

The ideal candidate is someone who can spot a promising opportunity, dig into the customer and acquisition history, evaluate whether it is a good fit, identify the incumbent and competitive landscape, and help determine what we need to do to position ourselves to win. This person should be comfortable supporting customer and partner outreach, developing capture strategies, and helping translate that work into compelling RFIs, capability statements, and proposals.

We attract the best people in the business with our competitive benefits package that includes medical, dental and vision coverage, 401k plan with employer contribution, paid holidays, vacation, and tuition reimbursement. If you enjoy being a part of a high performing, health care, professional service and technology focused organization, please apply today!

What You’ll Do
Opportunity Identification & Qualification
  • Identify and monitor federal contracting opportunities that align with our capabilities, past performance, contract vehicles, and growth priorities.
  • Review opportunities from SAM.gov, agency procurement forecasts, contract vehicles, government market intelligence platforms, and other federal acquisition sources.
  • Screen and qualify opportunities based on customer fit, scope alignment, past performance, competition, acquisition strategy, contract vehicle access, potential partners, and overall probability of success.
  • Research incumbent contractors, contract histories, recompetes, agency buying patterns, competitors, and potential teaming partners.
  • Track opportunities from early market intelligence and Sources Sought through solicitation, proposal submission, and award.
  • Prepare concise opportunity assessments and recommendations to support pursuit and bid/no-bid decisions.
Business Development & Relationship Building
  • Research target agencies, programs, contracting offices, and government stakeholders to identify potential areas for growth.
  • Help develop and maintain relationships with federal customers, industry partners, prime contractors, and other organizations in the government contracting community.
  • Support outreach to prospective customers and teaming partners.
  • Participate in industry days, matchmaking sessions, conferences, networking events, and meetings with government and industry representatives.
  • Help prepare capability statements, presentations, talking points, and background materials for customer and partner meetings.
  • Follow up on customer and partner discussions and turn market intelligence into actionable next steps.
Capture & Pursuit Management
  • Support capture activities for qualified opportunities, including competitive research, teaming strategy, solution development, win themes, customer intelligence, and positioning.
  • Review RFIs, Sources Sought notices, RFQs, RFPs, SOWs, PWSs, and other acquisition documents to identify key requirements, risks, and response expectations.
  • Identify relevant corporate experience, past performance, personnel, contract vehicles, partners, and capabilities for individual pursuits.
  • Coordinate pursuit activities and keep deadlines, responsibilities, decisions, and supporting materials organized.
  • Work closely with company leadership, technical staff, subject matter experts, and partners throughout the capture process.
  • Help identify capability or experience gaps early enough to develop a teaming or capture strategy around them.
Proposal Development
  • Develop proposal outlines, compliance matrices, schedules, content plans, and other proposal management materials.
  • Draft and edit technical and management narratives, corporate experience, past performance, personnel qualifications, and other proposal content.
  • Interview technical staff and subject matter experts to gather information and translate it into clear, persuasive writing.
  • Tailor proposal content to the requirements and priorities of each customer.
  • Help coordinate reviews, revisions, compliance checks, and final proposal preparation.
  • Ensure submissions are clear, compelling, responsive, and compliant with solicitation requirements.
Growth Operations
  • Maintain an organized pipeline of current and future opportunities, including procurement timelines, customer contacts, competitors, incumbents, teaming information, and pursuit status.
  • Help maintain and improve our library of past performance, resumes, project descriptions, proposal content, capabilities, and other reusable BD materials.
  • Monitor upcoming recompetes, new acquisition vehicles, agency forecasts, and other developments that could create future opportunities.
  • Identify gaps in our capabilities or past performance and help develop strategies for addressing them through teaming, recruiting, or other growth initiatives.
  • Support broader company growth initiatives as priorities evolve.
Required Qualifications
  • Professional experience in federal government contracting, with experience in business development, capture, opportunity management, proposal development, or a related function.
