Job summary

Qualifications

  • 3–5 years of business/systems analysis experience.
  • Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint).
  • Knowledge of IAM concepts: entitlements, target aggregations, and certification campaigns.
  • CSM/CPM/PMP credentials highly desired.
  • Experience in public sector compliance frameworks or large-scale ERP transformations highly desired.
  • Knowledge of Florida Administrative Code Rules 60GG-1 – 60GG-5 highly desired.
  • CBAP certification highly desired.
  • Experience with SailPoint IdentityIQ highly desired.

Responsibilities

  • Act as the primary gatekeeper for new application onboarding requests, ensuring “as-is” access processes are documented before proposing the “to-be” IIQ state.
  • Translate raw business access needs into provisioning policies and attribute mapping requirements developers can execute without ambiguity.
  • Lead discovery workshops with business owners to manage expectations regarding what IIQ can automate versus what requires manual approval or custom workflow development.
  • Define Access Certification requirements to meet audit and compliance standards.
  • Document potential operational impacts of new connectors and provide mitigation strategies before implementation.
  • Coordinate validation phase by developing test cases and ensuring IIQ configuration satisfies business needs before sign-off.
  • Maintain the requirements backlog and prioritize tasks based on business value and compliance risk.

Business Analyst – SailPoint

Identity & Access Management

Contract Term: 08/01/2026 – 07/30/2027 (possible renewal based on performance, need, and budget availability)

Location: Tallahassee, FL (on-site; telecommuting is not authorized for this position)

Schedule: Flexibility required to work between 7:00 AM and 7:00 PM, and/or Saturdays, either on a rotating basis or as part of a regular/on-call schedule

Overview

We are seeking an experienced Business Analyst to support a large-scale Identity and Access Management (IAM) initiative centered on the SailPoint IdentityIQ (IIQ) platform. This role will work closely with business offices and technical teams to ensure application onboarding and access governance processes are accurate, complete, and delivered on time.

Scope of Role

The Business Analyst will oversee and collaborate with various business offices to ensure all information required for automated application provisioning through SailPoint IdentityIQ (IIQ) is accurate, complete, and timely. This includes guiding business partners through the connected-system onboarding process within IIQ, ensuring each application’s attributes, entitlements, ownership structures, and lifecycle events are correctly defined for successful integration.

The role requires understanding and communicating the benefits of connecting business applications to IIQ, including improved access governance, reduced manual workload, and strengthened compliance controls — while identifying technical or operational impacts that integration may introduce.

Requirements gathered by the Business Analyst will be documented, validated with stakeholders, and prioritized for review by the IIQ team’s Senior Developer and Technical Analyst, who will assess system connectivity needs, attribute mapping, workflow impacts, and provisioning logic for alignment with IIQ standards and identity governance frameworks.

Education

Bachelor’s or Master’s degree in Business Administration, Communications, Information Systems, or a related field is required. Equivalent work experience may substitute for the educational requirement.

Experience
  • 3–5 years of solid business/systems analysis experience and software development project experience required
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) required
  • Proficiency in core IAM concepts such as entitlements, target aggregations, and certification campaigns required
  • Certified Scrum Master (CSM), Certified Project Manager (CPM), or PMP highly desired
  • Experience in public sector compliance frameworks or large-scale ERP transformations highly desired
  • Knowledge of Florida Administrative Code Rules 60GG-1 – 60GG-5 highly desired
  • Certified Business Analysis Professional (CBAP) highly desired
  • Experience directing and managing project resources highly desired
  • Knowledge of change and release management highly desired
  • Experience with Microsoft Power BI highly desired
  • Experience with Microsoft DevOps highly desired
  • Experience with SailPoint IdentityIQ (IIQ) highly desired
Primary Job Duties / Tasks
  • Requirements Intake & Scope Definition: Act as the primary gatekeeper for new application onboarding requests, ensuring “as-is” access processes are documented before proposing the “to-be” IIQ state.
  • Business-to-Technical Translation: Serve as the technical bridge, transforming raw business access needs into structured Provisioning Policies and Attribute Mapping requirements developers can execute without ambiguity.
  • Stakeholder Expectation Management: Conduct discovery workshops with business owners to manage expectations regarding what IIQ can automate versus what requires manual approval or custom workflow development.
  • Compliance & Audit Documentation: Lead the definition of Access Certification requirements, ensuring integrated applications meet audit and compliance standards defined by the project’s governance framework.
  • Defect & Impact Analysis: Systematically document potential operational impacts of new connectors, proactively identifying where automated provisioning might break legacy processes, and providing mitigation strategies before implementation.
  • Validation & User Acceptance Testing (UAT): Coordinate the validation phase by developing test cases based on documented requirements, ensuring IIQ configuration satisfies business owner needs before final sign-off.
  • Prioritization & Backlog Grooming: Maintain the requirements backlog, ensuring technical tasks are prioritized based on business value and compliance risk to effectively manage the project roadmap.

  • Business Analysis: Ability to perform detailed research, business analysis, as-is/to-be analysis, and process modeling using tools such as MS Word, PowerPoint, Excel, and SmartDraw.

  • Technical Understanding: Technical knowledge of IT infrastructure and software development practices.

  • System Integration: Ability to map functional requirements across complex environments involving ServiceNow (request catalog) and SailPoint (provisioning engine).
