Job description

Essential Duties and Responsibilities:- Deliver consulting project activities for various projects.- Analyze complex data and identify patterns, recommend actions, and measure outcomes.- Coordinate with technical staff to understand business requirements, specifications, and processes.- Conduct market research and understand market trends.- Create system functional specifications from business requirements.- Interact with organization and client managers.- Perform cost/schedule monitoring,- Identify additional product and service opportunities in customer organization.Additional Duties and Responsibilities:- Elicit, analyze, document, and validate business, functional, reporting, interface, data, and operational requirements for child welfare system modernization workstreams.- Facilitate requirements sessions, workshops, interviews, and working meetings with child welfare program staff, policy teams, technical teams, vendors, and project leadership.- Document current-state and future-state business processes, workflows, use cases, user stories, business rules, process maps, and functional specifications.- Support traceability between business objectives, requirements, system design, testing, implementation readiness, and project deliverables.- Analyze gaps, risks, issues, assumptions, dependencies, and operational impacts across program areas, modules, vendors, and implementation workstreams.- Support review of vendor deliverables, system requirements, design documentation, test scenarios, training materials, conversion plans, readiness assessments, and implementation artifacts.- Coordinate with project managers, IV&V or PMO resources, technical teams, and business stakeholders to track decisions, action items, milestones, dependencies, and follow-up activities.- Assist with data conversion, interface, reporting, eligibility, provider management, payments, portals, mobility, and other modernization workstream analysis as assigned.- Prepare clear, accurate, and client-ready documentation, status updates, meeting notes, analysis summaries, presentations, and deliverables.- Support quality assurance, user acceptance testing, defect triage, implementation readiness, go-live readiness, stabilization, and post-implementation activities.- Promote alignment with applicable child welfare program requirements, CCWIS expectations, data quality standards, confidentiality requirements, accessibility standards, and security considerations.- Work effectively in a consulting environment, maintaining professionalism, responsiveness, attention to detail, and regular communication with internal and client stakeholders.- Regular and predictable attendance required.- Other duties as assigned.Minimum Requirements- Bachelor's degree in related field.- 3-5 years of relevant professional experience required.- Equivalent combination of education and experience considered in lieu of degree.Additional Requirements:Education requirements:- Bachelor's degree in business administration, information systems, social work, public administration, human services, or a related field; or at least four (4) years of relevant business analysis, child welfare, human services, or system modernization experience.- An equivalent combination of education and experience may be substituted.Additional Skills/Experience Required:- Four (4) years of current, relevant experience in business analysis, requirements elicitation, process improvement, project coordination, or system implementation support for government health and human services programs.- Demonstrated ability to work with program, policy, technical, vendor, and project management stakeholders to document business needs, validate workflows, analyze gaps, and support alignment between business objectives and technology solutions.- Experience developing or maintaining business requirements, functional specifications, process flows, user stories, traceability matrices, meeting notes, decision logs, action item logs, and other project deliverables.- Ability to analyze complex information, identify risks, issues, assumptions, and dependencies, and communicate findings clearly to client and internal teams.- Knowledge of child welfare is required.- Experience supporting phased, iterative, modular, cloud-based, COTS, SaaS, or PaaS system modernization efforts is preferred.- Must possess strong organizational, facilitation, interpersonal, written, and verbal communication skills and be able to work effectively in deadline-driven environments with cross-functional teams.- Proficiency in Microsoft Word, Excel, PowerPoint, Visio, Project, SharePoint, Teams,Preferred:- Experience supporting large-scale child welfare case management or public sector system modernization projects is strongly preferred.- Prior experience as a Business Analyst on systems supporting intake, investigations, case management, eligibility, finance, provider management, payments, portals, mobility, reporting, data quality, or interfaces is highly desirable.- Familiarity with federal and state child welfare requirements, including Comprehensive Child Welfare Information Systems (CCWIS), Title IV-B, Title IV-E, data quality, confidentiality, accessibility, and security expectations, is preferred.- Experience supporting Independent Verification & Validation (IV&V), Project Management Organization (PMO), Quality Assurance (QA), testing, data conversion, change management, implementation readiness, go-live readiness, stabilization, or vendor coordination activities is highly preferred.- Consulting or professional services experience supporting state or local government clients is highly preferred.EEO StatementMaximus is an equal opportunity employer.
